San Diego Flood Insurance rate decrease

Residents in the unincorporated areas of the County are now eligible for another 5 percent reduction in flood insurance rates, thanks to the efforts of County Watershed Protection staff. The staff have already worked to bring in a 15 percent rate reduction and with the additional 5 percent off, homeowners will save a total of 20 percent off their flood insurance bill.

?This is very good news for County residents who will be paying less for flood insurance,? said Board of Supervisors Chairman Ron Roberts. ?In these economic times any and all cost savings are enthusiastically welcomed.?

The rate reduction goes into effect in October.

To get the lower flood insurance rates, the County complied with a comprehensive list of standards and requirements outlined in the Community Rating System (CRS), a program administered by the Federal Emergency Management Agency (FEMA).

Every five years FEMA conducts on-site inspections and interviews to verify the County?s compliance. FEMA grades the County on categories ranging from managing storm water, to enforcing regulations, maintaining maps of storm water systems and conducting public education campaigns.

The County maintains an extensive drainage system that includes storm drain inlets, pipes, and channels. The County flood control department uses digitized and overlay maps in the day-to-day management of the floodplain and provides flood zone information such as the timely identification of impending flood threats and latest flood insurance rate maps.

In addition to disseminating warnings to residents in the floodplain, the County coordinates flood response activities. The County enforces building code regulations for new and improvement construction, land development, storm water management, soil and erosion control and water quality, as well as compliance with other state policies.

An extensive public education program includes information on state regulations, flood hazards, and even technical advice. CRS credit is also given for preserving nearly 5,600 acres of open space in its natural state.

In 2009, the County was designated as a StormReady Community by meeting specific standards set by the National Weather Service (NWS), including developing safety plans for severe weather, conducting public awareness campaigns and safety training and creating a communications infrastructure. Public notification procedures were also implemented during weather alerts to ensure public safety. This StormReady designation also contributed to additional flood insurance rate reductions.

New concerns over safety of arsenic in drinking water

How safe is our drinking water? Baby mice have severe growth problems when their mothers were given water containing arsenic ? at levels considered safe for humans ? when they were pregnant and lactating.

Arsenic in drinking water has been linked to many health problems. The US Environmental Protection Agency (EPA) states that water containing up to 10 parts per billion (ppb) of arsenic is safe. As many as 25 million people in the US, and many more worldwide, get their water from unregulated wells and so drink water with an arsenic concentration that exceeds this level.

Joshua Hamilton at the Marine Biological Laboratory in Woods Hole, Massachusetts, and his colleagues gave water containing arsenic at 10 ppb to pregnant and lactating mice, then monitored the development of their pups.

The pups grew more slowly than those in a control group containing mother mice that drank arsenic-free water. The arsenic was not passed to the pups through their mother's milk, but it limited the nutrients that the milk contained.

Humans and mice show significantly different responses to arsenic, but the results are still important, says David Polya at the University of Manchester, UK, who was not involved in the work. "The adverse health effects observed here add support to concerns over the adequacy of the 10 ppb recommendation."

Level drop

The EPA last reduced the recommended limit in 2001. Until then, it had been set at 50 ppb. It was lowered to 10 ppb after concerns about cancer risks.

"Since then, research at lower and lower exposure levels have been performed," says Clark Lantz at the University of Arizona in Tucson.

The EPA is convening an advisory panel to evaluate the human and animal data on arsenic risk for non-cancer diseases to determine whether the 10 ppb limit is adequate to protect human health, says Aaron Barchowsky at the University of Pittsburgh in Pennsylvania.

"An important question is whether reducing the current limit further would be an improvement for public health that is economically sustainable," he says, adding that reducing the limit to 2 ppb could cost trillions of dollars to enforce in the US.

Sprint gives update on EVO 4G LTE inventory status

So about that Sprint HTC EVO 4G LTE ... We know it's cleared Customs, following that pesky International Trade Commission review. And we know preorders have and are still being delivered, but apparently the bulk of the phones are still in transit. Sprint this morning has given us a bit of a non-update update, which reads thusly:

While Sprint customers who pre-ordered their HTC EVO 4G LTE received their device last week, Sprint continues to wait for our full inventory from HTC.

We recently learned that HTC devices have been released by U.S. Customs. We expect shipments of HTC EVO 4G LTE to enter the U.S. in the next few days.  An exact availability date for HTC EVO 4G LTE will be communicated as soon as possible.

We’ll continue updating this post as we have new information to share.

You've probably seen clouds of insects swirling round a streetlamp at night. But something you may not have noticed is that streetlights attract bugs to the ground below them, too?especially carnivorous bugs, like beetles. So says a study in the journal Biology Letters by researchers at the University of Exeter. Thomas W. Davies, Jonathan Bennie and Kevin J. Gaston, Street lighting changes the composition of invertebrate communities]

The researchers set up 28 traps in the grass below and between streetlamps in the English town of Helston, in Cornwall. They collected captured insects at dawn and dusk over three days, and ended up with nearly 1200 specimens. Turns out, more bugs hung out under the lights than between them. And that was true at night and day?suggesting that streetlights permanently upped the value of the buggy real estate below them.

The researchers also found greater numbers of predators and scavengers under the lamps?like ground beetles, harvestmen and ants?because it may be easier to hunt for prey with the help of a spotlight.

With artificial lighting increasing globally at six percent a year, the authors say there's a chance light pollution could shake up food webs in unforeseen ways. Call it a bug in the system.

Military leaders have long known that marching in unison makes for a tight-knit platoon. Past research by psychologist Scott Wiltermuth of the University of Southern California Marshall School of Business suggests that this cooperation emerges when the group members? emotions are aligned. Now he finds such synchrony can also encourage aggression, according to a study published in January in the Journal of Experimental Social Psychology.

Wiltermuth and his colleagues assigned subjects to groups. The researchers gave each group a set of cups and taught them a choreographed cup-moving routine that they would perform later to music. To create an atmosphere of competition, the researchers tasked them with memorizing a list of cities?they would be tested later, and the highest-scoring groups could win $50. Then all participants put on headphones and performed the cup routine in time to the music they heard. In some groups, participants ended up moving the cups in sync with one another; in other groups, each subject heard music with varying beats and could not coordinate with other participants. After completing the cup activity, the researchers told each group they could select the music a different group would hear during its cup-moving routine. One of the options was a loud, aggravating blast of static. Teams that had moved in sync were more likely to choose the noxious noise than those that had been out of sync. A more tightly knit team, it seems, is a fiercer foe.

In a companion study, to be published in Social Influence, Wiltermuth found that members of an in-sync group were also more destructive. The groups were given live pill bugs and told to shoo them into boxes described as ?exter?minators? (in reality, the boxes held the bugs unharmed). When prompted by a leader, those that had moved in sync earlier drove 54 percent more insects into the extermination boxes than did out-of-sync control subjects.

Wiltermuth explains that these findings underscore the importance of questioning our actions and those of our leaders. ?We are doing things we wouldn?t otherwise do, because we feel an emotional connection to our team,? he says.

?Where are my baby pictures??

This is a question my daughter has asked before. It?s a legitimate question. Our so-called ?family? scrapbooks peter out just after her birth. There are many reasons for this, the largest being that for me, having two children both under the age of three meant I had time to get us fed and dressed and that was about it.

When my son was born, I was still using a 35 mm camera, which resulted in 35 actual photos (of which, maybe three were worth saving). I mounted those photos, along with an assorted ephemera of ticket stubs, brochures, baby announcements and whatnot, on the thick black paper pages of a bound scrapbook. I wrote little notes about the who-what-when-wheres of the photos. I took the time to revel in my nostalgia for the very recent past.

When my daughter was born, I shot thousands of photos on a digital camera. I downloaded those images onto my computer where they piled up in no particular order. Out of focus shots taken by accident of the inside of my nose lined up next to critical documentation of my daughter?s first steps, her first birthday, her first day of school.

Time marched on.

Every so often, we?d sit down in front of the computer and click through a few hundred photos. But it wasn?t very cozy.

Every so often, I?d start to make a book using IPhoto or Shutterfly, but the computer would crash or the photos would take forever to upload and I?d lose patience or interest or both. Besides, we were living in the now, there was no time to look back. We had soccer games, school fairs and Halloween Parades to attend, birthday cakes to bake and Thanksgiving turkeys to roast. There were latkes to fry and trips to plan, pack for, and enjoy.

Seven years went by without a single scrapbook.

The question was asked again.

So I spent a week going through photos. I made seven books on IPhoto, one for each year. A new scrapbook arrived in the mail every few days and we sat on the sofa and laughed and talked and remembered. Seven years? worth of birthday parties, egg hunts, holiday feasts, and travelling adventures. Good friends and a loving extended family surround us. My daughter turns the pages again and again to see herself turn from a baby to a tall and graceful girl. Her life looks pretty great.

Pakistani truck drivers who deliver supplies to Western forces in Afghanistan seethe whenever they recall a cross-border NATO air attack that killed 24 Pakistani soldiers last year.

Despite their anger, financial survival outweighs nationalist sentiment and the shame of helping what many see as the enemy.

The drivers hope that talks between the United States and Pakistan on reopening the routes, which were closed six months ago in protest over the raid, will soon produce a breakthrough.

They are eager to get back on the road, even though they will again risk running into attacks by Taliban militants who violently oppose the movement of goods to NATO through Pakistan.

"They asked 'why do you take supplies to the infidel Americans?'. They said 'you are an American informer'," he told Reuters at a massive makeshift truckers' parking lot that stretches for miles along the coast in Pakistan's biggest city, Karachi.

"They made me recite Quranic verses, quizzed me on how Muslims pray. When they let me go they told me to grow a beard. I am scared and I don't like it but I have to earn (money)."

The al Qaida-linked Taliban routinely open fire on trucks. Casualties are limited, but the attacks are dramatic. Bullets puncture fuel tanks, igniting huge fires.

Militants also set off homemade bombs to destroy container trucks packed with food, clothes and other items for NATO.

Still, thousands of drivers are itching to get back to work to fetch 20,000-25,000 rupees ($215-269) per round trip.

'I'm desperate'
Idle drivers care little about Pakistan's stance, or efforts to repair ties with the United States, the source of billions of dollars in aid. It all comes down to their own bottom line.

"The United States is responsible for killing our soldiers. The culprits should be shot dead," said Mohammed Nawaz, 24, looking across a sea of trucks. "I consider the money made from driving NATO trucks despicable, forbidden. But I'm desperate."

NATO, for its part, has been diversifying its supply lines into Afghanistan.

After a string of disruptions, the alliance and the U.S. military decided to reduce their reliance on Pakistan, turning instead to routes that pass through either Russia or the Caucasus across central Asia into northern Afghanistan.

That could spell bad news for those drivers who have become shady entrepreneurs of danger along the two routes through Pakistan ? one across the Khyber Pass to Kabul, and another crossing the Baluchistan province to Kandahar.

(AP) ? The European Union's executive office on Wednesday said the 17-country eurozone needs a "banking union" that can centrally oversee and ? if needed ? bail out the sector, which has become a weak link in the continent's financial system.

Fears that the cost of bank rescues could cause governments to need bailouts of their own have been fueling Europe's debt crisis in recent months.

Spain is in a particularly bad situation because its banks are not only holding massive amounts of shaky government bonds but also sitting on huge losses on real estate investments. The country's borrowing rates have hit record highs this week as investors worry it does not have the money to save its banks. One of them asked for ?19 billion ($23.6 billion) last week.

But Europe's attempts to address the weakness of some countries' banking sectors has been hindered by the lack of a central authority with the power to tell banks what to do to improve their balance sheets. That power remains in the hands of the dozens of national regulators.

Highlighting the urgency of the issue, the European Commission suggested Wednesday that regulation of the entire eurozone banking sector be done centrally and that the cost of bailouts be shared.

"Ambitious steps to accelerate and deepen financial integration may be needed. Already before the crisis, it was acknowledged that the EU model of cross-border banking was not stable," the Commission said in a report on how to deal with the financial crisis which has pushed the shared single currency to the brink of breakup.

Part of the proposal would see the eurozone's permament bailout fund, the ESM, charged with helping pay for bank bailouts. That would protect individual governments from having their public finances overwhelmed by the cost of rescuing a bank.

"Direct recapitalization by the ESM might be envisaged," the Commission's report said.

EU Commission President Jose Manuel Barroso said the ESM should be better able to help out troubled banks across national borders if need be. In the future, "the building blocks could include a banking union with integrated financial supervision and a single deposit guarantee scheme," he said.

Germany, however, has long been against such an arrangement because, as the currency bloc's paymaster, it would fund the lion's share of any expenses the European bailout fund runs into. German Chancellor Angela Merkel's spokesman, Steffen Seibert, said there was no change in the country's views: "The German position on direct recapitalization of banks from the European rescue fund is known."

EU Commissioner Olli Rehn cautioned that the plan might call for the reopening of an EU treaty, a politically risky affair in the best of circumstances.

The European Commission also made specific recommendations to nations mired in the financial crisis on how to manage its national budgets and rein in debt and spending.

Spain, which is currently the focus of the European financial crisis, should be given an extra year ? to 2014 ? to get its budget deficit back within European targets.

Rehn said the Spanish government should be given such an extension only if it can effectively control the excessive spending in the semi-autonomous regions and present "solid two year budget plans for 2013 and 2014."

In this case, "we are ready to consider proposing an extension of the deadline to correct the excessive deficit by one year," Rehn said.

Spanish financial markets improved briefly on the news, with the government's 10-year bond yield edging down. The respite proved short-lived as investors focused on the longer-term challenges facing Spain, which is in its second recession in three year, suffers unemployment of near 25 percent and has not yet made clear where it will find money to fund its latest bank rescue, of lender Bankia.

The commission also recommended that Spain "accelerate the increase in the statutory retirement age," and take steps to reintegrate elderly people in the job market. The commission said Spain should tax labor less and rely more on environmental and consumer spending taxes.

In France, as in many other countries, the Commission recommended the country "adopt labor market measures to ensure that older workers stay in employment longer" as well as take steps to make young people more employable.

The commission recommended that Ireland correct its excessive deficit this year, and take further action to address youth unemployment. It also said Ireland needs to pursue the fight against tax evasion, and simplify the regulatory framework for businesses.

European leaders will consider the Commission's recommendations before making a ruling at a summit in June.

Paul Williams Paralyzed After Motorcycle Crash


Boxer Paul Williams has been seriously injured in a motorcycle accident near Atlanta, the fighter's promoter said, and is currently paralyzed from the waist down.

The 30-year-old Williams, who was set to fight world champion Saul "Canelo" Alvarez, on Sept. 15 at the MGM Grand in Las Vegas, cannot feel his legs.

Dan Goossen, his promoter, added that the left-handed fighter is scheduled to undergo surgery at an unidentified hospital. Williams resides in Aiken, S.C.

Goossen said he was told by Williams' manager and trainer that Williams swerved to avoid contact with a vehicle Sunday and lost control of his motorcycle.

"Riding a motorcycle can be treacherous," Goossen said of the tragedy. "I'm told Paul is in remarkably good spirits considering what has happened."

Asked if Goossen has been told Williams will never fight again, the promoter said, "Our thoughts aren't there right now. He's undergoing this procedure."

"We're hoping he can get back on his feet after that. That's all we're hoping for."

An Augusta, Ga., TV station, WRDW, reports that the boxer's surgery will aim to stabilize the healthy upper half of his spine by putting a protective wall around it.

The 6'1" Williams (41-2, 27 knockouts) defined himself as an active punching southpaw who could fight anywhere between welterweight and middleweight.
