Alleged White House shooter found competent (AP)

WASHINGTON ? A preliminary psychiatric screening has found that a man accused of firing shots at the White House in an attempt to kill President Barack Obama is competent to stand trial.

But federal prosecutors filed a motion Monday requesting more extensive tests should his mental health become an issue.

Prosecutors say an initial evaluation by a court-appointed psychiatrist found Oscar Ramiro Ortega-Hernandez is competent to understand court proceedings and aid in his defense.

The 21-year-old Idaho native is accused of using an assault rifle to fire up to nine shots at the White House when Obama was away Nov. 11. One bullet struck a window and was stopped by ballistic glass.

Ortega said "Yes, sir," during Monday's court appearance when asked if he understood the proceedings. He's being held without bond.

My commute is killing me. I hate driving in to work every day, dealing with traffic, and paying for parking. I'm looking for a new job, but how can I find a job that will let me work remotely or telecommute, even a few days a week?

We know how you feel. Working at Lifehacker gives me a unique opportunity to work from home all the time, but I've had office jobs in the past where I wasn't so lucky. Finding a job that allows for remote work or telecommuting on a regular basis can be difficult, but here are a few tips to help you land one.

How Do I Find a Job that Will Let Me Telecommute?

Look for Mentions of Remote Work in the Listing

First, make sure you're looking for the types of jobs that allow for tele-work. For example, if you're a project manager, researcher, technical writer, or a software developer, odds are that you'll land a position that allows for at least some remote work than an accountant, team leader or manager, or anyone working on building a physical product.

The first way to find a job that offers telecommuting or remote work as an option is to look for it in the job listing. As we've mentioned, many job search sites let you search their databases on more criteria than just a position title: you can search for keywords through the placement listing, and "telecommute" or "remote work" are options that will land you more than a few hits. Be mindful of "work from home" scams when using this method though, as you're more likely to have to sift through them to find the real solid jobs, and remember to only apply for jobs you're qualified for and have tailored your resume and cover letter to. If a company advertises the position as one that allows for remote work, you can bet they're inundated with responses from people who may not be qualified, but just want to work from home. You'll want to stand out.

Even if you don't turn up much when you search job sites, remember to look at the company web sites for the job listings that interest you. Often a company won't list telecommuting as an option in the job listing, but they'll proudly mention it as part of their corporate culture on their website to attract talent?talent like you.

Bring It Up Early, In Your First Conversations

When you do land that phone interview, or better yet an in-person interview, ask about telecommuting as an option. We always suggest that you do your homework and have a few questions handy when your interviewer asks if there's anything you want to know, so make telecommuting and remote work one of them. Don't come right out and say "I want to work from home as often as possible," ask them gently whether or not they allow their employees to work from home occasionally, or even frequently. See if it's a possibility, and then go from there.

If your interviewer is in HR, they may not know the policies of specific departments or managers, so ask if they allow employees to work from home when sick or have the technology to let you stay connected if you're on the road. Ask if they issue their employees laptops versus desktops. Both of those questions will clue you in to whether the organization has the technology and ability to allow you to work from home, and then you can take it up with the hiring manager when you speak to them directly.

How Do I Find a Job that Will Let Me Telecommute?

Ask for It Outright, and Make Your Case

When you get to the point where a potential employer asks you what you're looking for in a job, make your case that you'd like the flexibility to work from home at times. This is where you have the opportunity to sell the benefits, like the ability to concentrate without the distractions of an office and extol the benefits of remote access technology. If you have a personal reason for wanting to work from home, as in you'd love to work for the company but don't want to relocate, or you have a small child that needs some supervision during the day, now's the time to make your case.

At the same time, judge how important telecommuting is for you, and weigh your case appropriately. You don't want to make a hard sell and potentially scare the employer away if all you're looking for is the ability to work from the coffee shop down the street every now and then, or work from your home office once a week, and even that's not important to you. However, if it's very important, make sure the employer knows it. If you've gotten this far in the interview process, they're clearly interested in you, and may be willing to give you what you want.

In my last job, we had a mish-mash of employees who worked from home and worked in our offices. Employees that were close to our office locations often had the option to come in to the office or work from home, and if we really wanted a candidate who lived far away from an office and didn't relocate, we often just let them work from their homes. Many companies, even in this job market, are interested in hiring the best they can get. If you can sell the company on why you're awesome for the job they have open, you may be able to swing telecommuting as a bonus.

Negotiate for It by Offering Up Salary or Vacation

If you can't swing it as a bonus, you may be able to haggle for telecommuting as an option for your job. If a potential employer tells you that they'd love to accommodate but can't, you can always offer up a little of your salary requirements or other benefits in exchange. Consider your fuel costs, time spent on the commute you'd have to endure, the wear and tear on your vehicle, and how much avoiding all of that is worth to you personally, and tell the potential employer that you're willing to trade up some of your salary in order to telecommute. Propose that you work from home a few days a week instead of all the time, or that you'd be happy to come in for staff meetings and events.

Admittedly, this tactic only works if you're being offered a job that makes more than you make now, or if you have the luxury of negotiating away some of the money on the table, but if you would have spent it on gas and car maintenance anyway, you never really had the money in the first place, did you? Hit your future employer where it makes a difference: the hiring manager can happily go back to their boss and say they managed to hire a great candidate for below their budget for the opening, and the only thing they had to trade is the ability to work from home.

How Do I Find a Job that Will Let Me Telecommute?

Strike It Out on Your Own

Another option is to freelance or start your own business. It's a more extreme option, but we've discussed some ways to get started and how to prepare for the pitfalls of self-employment, and if you really want to work from home, being a full-time consultant and taking on contract work may be a great way to do it. You can set your own hours, work in your pajamas, and sit at home and work as much as you like. The problem however is that working at home in your pajamas may not always feel like work, and you may find yourself working much longer than you intend to, never changing out of those pajamas, and dealing with things like estimated taxes, expensive health insurance and benefits, and the other pitfalls of self-employment. Thankfully, they're all manageable, if you're ready to take the plunge, but that doesn't mean they're easy, or not stressful. That said, don't go into that option recklessly. Do your research and make sure striking it out on your own is right for you beforehand.

In any case, working from home is a benefit that more and more companies offer their employees, even in small doses. Odds are that once you've landed a job, as long as there's no compelling reason that you have to be in the office to effectively perform your duties, odds are your employer will be willing to let you work from home occasionally. All it takes is a few occasions to work your way to regularity, or a good strong case for why you should be allowed to work from home. You may even be able to do it in your current job, all you have to do is ask.

Iran ratifies bill to pull ambassador from Britain (AP)

TEHRAN, Iran ? Iran's constitutional watchdog has ratified a bill that reduces diplomatic relations with Britain following London's support of recently upgraded U.S. sanctions on Tehran.

State radio says the Guardian Council ratified the bill on Monday after parliament approved it the day before. President Mahmoud Ahmadinejad now has five days to sign the bill before Iran's foreign ministry can act on it.

The bill requires both Iran and Britain to withdraw their ambassador from the other country and reduce representation to the level of charge d'affaires.

Iran's relations with Britain have become increasingly strained, largely because of increasing tensions over Tehran's disputed nuclear program. The West says Iran is developing nuclear weapons ? a charge Iran denies.

Data of 13 million South Korean online game subscribers hacked (Reuters)

SEOUL (Reuters) ? South Korea's communications regulator said on Saturday that personal information of more than 13 million subscribers of a popular online game of Nexon Korea Corp, a leading game developer in the country, had been leaked in a hacking attack.

The Korea Communications Commission (KCC) said in a statement Nexon reported to the commission late Friday afternoon that the company on Thursday discovered the leakage of personal data of its online game Maple Story's 13.2 million subscribers.

The information was leaked weeks before the unlisted company's planned initial public offering of its Japanese affiliate on the Tokyo Stock Exchange on December 14. Nexon aims to raise more than 95 billion yen ($1.2 billion) through the IPO, which would be the largest on the Tokyo bourse this year.

KCC said it, jointly with police and computer security experts, is investigating the hacking case. The leaked data included user IDs, names, resident registration numbers and passwords, it added.

A Nexon official said the leaked data neither covered no information on financial transactions and bank account numbers. And it did not affect overseas subscribers of the online game.

The company has asked game subscribers to change passwords to prevent additional damage, although the leaked resident registration numbers and passwords were encrypted. The entire subscription membership of Maple Story is about 18 million, the company official said.

Nexon, which has gained a global reputation through Maple Story and online game Kart Rider, is one of the two leading online game developers in South Korea, along with NCsoft Corp.

The incident is the largest such security breach case since late July when information of up to 35 million users of an Internet portal and blogging site operated by SK Comms was attacked by hackers from China, exposing the vulnerabilities of networks in the world's most wired country.

Accusations against China over hacking incidents have mounted this year, with allegations it intruded into the networks of Lockheed Martin and other U.S. military contractors and tried to gain access to the Google email accounts of U.S. officials and Chinese human rights advocates.

South Korea has drawn up a cyber security master plan after a wave of hacking attacks against global agencies, companies and its own financial firms.

In April, government-funded Nonghyup, a large commercial bank, suffered a massive network failure that affected millions of users. Seoul prosecutors at the time said North Korean hackers were responsible for the attack.

In May, hackers breached the personal information of 1.8 million customers of Hyundai Capital, which is owned by Hyundai Motor and GE Capital International.

The reason why the guns are flying off the shelf, with increased demand resulting in sky high prices, is because the folks in that part of the world are gearing up for some good old fashioned genocide.

This is the pattern I saw at work in Yugoslavia and the Caucasus twenty years ago as ethnic groups geared up to butcher their neighbors and drive them from their homes; I will never forget the night a Georgian poet asked me how much guns cost on the Istanbul black market; he was arming himself against what he called the ?Abkhazian menace.?

Sounds like Dr. Mead has a pretty good handle on the situation.? Unless one were going up against tanks, I wouldn?t consider an RPG to be a defensive weapon.

Polaroid Z340 Instant Digital Camera


The Polaroid Z340 Instant Digital Camera ($299.99 direct), isn't Polaroid's first digital iteration of the Polaroid film camera, but it's the first one to let you go beyond wallet-size photos, upping the picture size to 3 by 4 inches. Basically a fully integrated combination of a 14-megapixel camera with a second-generation ZINK printer, it delivers on ease of use, reasonably good quality for the printed photos, and, most of all, the traditional Polaroid promise of letting you snap a picture and have the finished photo in hand in less than minute.

The Z340 is a lot closer in physical design to the consumer-level Polaroid film cameras we remember than the first version was. The Polaroid PoGo Instant Digital Camera ($200 street, 4 stars) that we reviewed a little more than two years ago was basically a 1.4-inch-thick rectangular box, with a slot on the side for the photos to exit through. The photos were only wallet size, at 2 by 3 inches.

The Z340's wedge shape is reminiscent of some of the old film models. The dimensions, not counting the hand strap on the side or the tiltable LCD in its fully up position, are 4.8 inches deep by 5.8 inches wide, with a height of about 2.3 inches in front tapering off to about 1.3 inches in back. If you went back to, say, the 1980s with it, and handed it to someone to take your picture, they'd probably be impressed by the 2.7-inch color LCD for framing the image, but they'd probably not notice anything else special about it. Just snap the picture, and a reasonably good-quality print comes out the front slot.

The Camera
The camera side of the Z340 offers lots of control of features like ISO settings and white balance. Casual photographers will want to ignore these in favor of the Auto setting, but more serious photographers will appreciate having them. It also offers about 30 different scene modes, including Portrait, Sunset, and Backlight.

As with Polaroid's first-generation digital camera, the Z340's fixed focus lens is arguably its defining feature. Polaroid says it left out an optical zoom to help keep the camera size down. However, that puts the Z340 in a category that hardly exists any more except with camera phones.

The Z340 does offer a digital zoom, which for most cameras would be best ignored. In context of an instant camera, however, where you'll be printing the photo immediately, the feature can be useful, since it will effectively let you crop the picture when you take it.

Keep in mind too that although you can treat the Z340 like any digital camera, saving photos as files and then sending them by email, posting them to an online site, or printing them on any printer you like, that isn't how you're most likely to use it. The whole point of the camera is that it lets you print your photos on the spot using the built-in printer. If you plan to use it primarily as a standard camera without a printer, you're better off getting a model that fits that description.

Camera Tests
The Z340 is one of the slower cameras we've tested. It requires a full 4.4 seconds to start up and grab a shot, averages 0.7 second between hitting the shutter button and capturing a photo, and makes you wait 2.8 seconds between photos in continuous drive mode. This won't be a major issue if you're printing photos as you shoot, but if you're selectively printing the best snapshots, the delay can cause you to miss some candid moments.

On the plus side, the image quality for capturing photos, as distinct from the image quality for the final printed photo, is surprisingly good. The 14-megapixel camera recorded 1,948 lines per picture height of resolution according to Imatest. This exceeds the 1,800-line mark that denotes a sharp image. The camera also scored well in low-light performance, keeping its images well under the 1.5 percent noise threshold through its top standard ISO setting of 1600. There's some evidence of in-camera noise reduction, so you can expect to lose some detail as you increase the ISO, but not so much that the small prints that the camera produces will suffer. There are also two extended ISO modes, 3200 and 6400, for extreme low-light shooting. You'll want to use these sparingly, since they limit image resolution to 3 megapixels.

The Printer
The Z340 uses the same print engine as the Polaroid Grey Label GL10 Instant Mobile Printer ($169.99 direct, 4 stars) that we reviewed about a year ago. The printer uses ZINK technology, which means it doesn't need separate ink and paper. The ink?or, more precisely, what serves as ink?is embedded in the paper as clear dye crystals. The printer uses heat to activate the color and create images.

Not having to load ink and paper separately makes printer setup simple. Open the input door, slide in the paper, and close the door. We ran into a little trouble getting the paper fully inserted, but solved it by using a pen point to push the paper in fully. People with small hands might not have the same problem. Note that the camera comes with one 10-sheet pack of photo paper, which is the maximum it can hold at once. Additional paper is $19.99 for three packs of 10 sheets, which works out to 66.6 cents per photo.

You can set the printer to print immediately after taking a picture, but the feature is off by default. The other choice is to navigate to a picture to preview it on the LCD, hit the Print button, optionally crop the image, add a white border or graphic border, or correct red-eye, and then hit the print button again to print. We timed the printer at a reasonably consistent 44 to 48 seconds per photo.

Output quality isn't a match for a typical inkjet. We saw a slight soft focus effect in most photos, and colors in some cases were a bit off. A blue sky in one photo, for example, came out as bluish gray, and the red autumn leaves on one tree came out as purple. There was also a slight loss of subtle shading, so one photo of a landscape, for example, looked more like a photo of a painting that a photo of a real landscape. Even so, the quality was generally suitable for snapshots, and most casual photographers will probably be satisfied with the results.

Battery life was a pleasant surprise. Polaroid claims that a fully charged battery is good for 25 prints plus 75 snapshots with flash. In our tests of printing only, it outlasted the paper we had available for testing, still going strong on a single charge after 40 prints.

The Combination
As anyone who has ever used a Polaroid film camera knows, bringing along a camera that prints is qualitatively different from bringing along a camera plus a printer. It's simply a lot easier, and a lot less cumbersome, to take a picture and print it on the same fully integrated gadget than to carry two gadgets so you can take the picture on one and print it on the other.

On that score alone, the Polaroid Z340 Instant Digital Camera succeeds quite nicely. We'd like it a lot better if the final result?namely, the printed photos?were of a higher quality or the initial price and running cost were lower. But if you don't mind the level of output quality for the price, it's otherwise highly attractive as a fun toy, or, in some cases, a useful tool for work, when you want the convenience of taking pictures and then printing them with minimal effort.?

Czech architect Karel Hubacek dies at 87 (AP)

PRAGUE ? Architect Karel Hubacek, whose bold hyperboloid design for an elegant mountain-top hotel was named the most significant Czech building of the 20th century, has died. He was 87

Liberec City Hall in the Czech Republic's north ? where Hubacek lived and designed his famed tower building ? said in a statement Wednesday that he had died. No more details were given.

Hubacek moved from his native Prague to Liberec in 1951. His famed tower hotel, that also serves as a television transmitter, is situated on the nearby Jested mountain. The building, whose silhouette has become the symbol of the city, was completed in 1973.

Hubacek was awarded the prestigious Auguste Perret Prize by the International Union of Architects in 1969 for the design.

Climate Change: South Africa has much to lose (AP)

JOHANNESBURG ? Imagine the savannas of South Africa's flagship Kruger Park so choked with brush, viewing what game is left is nearly impossible. The Cape of Good Hope without penguins. The Karoo desert's seasonal symphony of wildflowers silenced.

Climate change could mean unthinkable loss for South Africa, which hosts talks on global warming that will bring government negotiators, scientists and lobbyists from around the world to the coastal city of Durban next week.

Guy Midgley, the top climate change researcher at the South African National Biodiversity Institute, said evidence gleaned from decades of recording weather data, observing flora and fauna and conducting experiments makes it possible for scientists to "weave a tapestry of change."

Change is, of course, part of the natural world. But the implications of so much change happening at once pose enormous questions, said Midgley, who has contributed to the authoritative reports of the United Nations' Nobel Prize-winning Intergovernmental Panel on Climate Change.

In the Karoo, for example, where plants found nowhere else in the world have adapted to long, dry summers and winter rainfall, the weather pattern is changing.

Scientists have noted large die-offs linked to the stress of drought among one iconic Karoo denizen, the flowering quiver tree, a giant aloe that often is the only large plant visible across large stretches of desert. Quiver trees attract tourists, and insects, birds and mammals eat their flowers.

"Any change in climate is going to affect the flowers," said Wendy Foden, a southern African plant specialist with the International Union for Conservation of Nature.

Barend Erasmus, an ecologist at Johannesburg's University of the Witwatersrand, worked on some of the first efforts to model how Africa might be affected by climate change. He led a 2001 study that raised the possibility that up to two-thirds of the species studied might disappear from Kruger National Park.

Research done since has made Erasmus less fearful for Kruger's animal population. But he predicts profound effects should a changing climate encourage the growth of thick shrubs, squeezing out zebra, antelope and cheetah.

Already, he said, zebra and wildebeest numbers are declining in Kruger as their grazing areas disappear. The question is how much of the cause is due to high concentrations of carbon dioxide, and how much depends on other factors, including man's encroachment.

Offshore, penguin expert Rob Crawford has looked at changes in the breeding grounds of African penguins and other seabirds, noting South Africa's northernmost penguin colony went extinct in 2006. Crawford and his colleagues wrote in a 2008 paper that the movements "suggest the influence of environmental change, perhaps forced by climate."

The African penguin, also known as the jackass penguin because of its braying call, is found only in southern Africa. A colony near Cape Town has long been a tourist draw.

One penguin parent stays behind to nest and care for offspring, while the other seeks food for the family. If the hunting partner is away too long, the nesting parent has to abandon the chick ? or starve. Species like sardines, on which the penguins depend, have been displaced.

"If they don't have sardines, they can't feed their chicks," Erasmus said. "And eventually the colonies just disappear."

The numbers of African penguins have plummeted from up to 4 million in the early 1900s to 60,000 in 2010, according to the Southern African Foundation for the Conservation of Coastal Birds. Researchers blame humans, who collected penguin eggs for food until the 1960s. More recently, a new threat came with oil spills and commercial fishing's competition for anchovies and sardines.

Erasmus said more research needs to be done, including studies on how plants and animals react to extreme conditions.

A colleague at his university, Duncan Mitchell, has taken up the challenge by tracking and studying antelope living in one of the hottest and driest corners of South Africa.

"We're hoping to find that they have a capacity to deal with water shortage that they're not having to use at the moment," Mitchell said.

"Climate change is going to happen," Mitchell said, adding it's already too late to influence temperatures and water levels over the next four decades. "What needs to be researched is coping with unmitigated climate change."

Coping might involve moving vulnerable animals to cooler habitats ? or ensuring they're not so hemmed in by human settlements that they cannot migrate on their own. Park rangers may have to work harder to remove trees to protect savannas. The South African government has called for expanding gene banks to conserve vulnerable species.

Sarshen Marais, a policy expert for Conservation International, says the work her organization is doing to eradicate foreign plants and help farmers better manage their land and water has gained importance.

Climate change experts fear water could become even scarcer in the future, but farmers can take steps that will help cash crops as well as wildlife. Conservation International has encouraged local communities to cut down thirsty foreign plants and sell the debris for fuel, allowing impoverished South Africans to earn while they save native species that are losing in the competition for water.

Researcher Erasmus acknowledges that in a developing country like South Africa, it can be hard to prioritize the plight of plants and animals. But he said an economic argument can be made, including the impact on people living in savannas who supplement their diets with small birds, other animals and wild greens, and who make money selling native fruits.

Tourism also is a consideration.

"Kruger is a cash cow for the whole of SANParks," he said, referring to the national parks department.

Foden, the plant specialist, said that when she thinks of her native South Africa, she thinks of wide spaces filled with a stunning diversity of plants and animals.

"If we were to lose that," she said, "we would lose so much of our identity."

Father sought for murder in NJ toddler's drowning (AP)

FREEHOLD, N.J. ? The fugitive father of a 2-year-old girl found dead in a car seat in a creek was charged with murder Wednesday after an autopsy showed she had drowned.

Arthur Morgan III remained at large despite a dragnet involving 13 law enforcement agencies including the FBI. Authorities believe the 27-year-old Morgan, of Ocean Township, may have left the state.

The victim, Tierra Morgan-Glover, lived in Lakehurst with her mother and was having a court-approved visit with her father on Monday, but he never took her back. The girl's body was discovered Tuesday in Wall Township, about 20 miles north of where she lived.

"This is an unspeakably awful tragedy," Monmouth County Prosecutor Peter Warshaw said. "It appears to be senseless and without reason."

The toddler was discovered by children playing in Shark River Park, said Christopher Gramiccioni, a spokesman for the Monmouth County prosecutor's office. The children notified park rangers, who called police.

A 911 call was received by police at 2:28 p.m., saying that "student-aged children came across what they were concerned was a child in the creek," Gramiccioni said.

Police found the girl's body, still strapped in the car seat, partly submerged in the creek, a tributary of the nearby Shark River. The creek is 3 to 7 feet deep in the area where the body was found, near a roadway overpass about 15 feet above the creek.

Warshaw would not say whether authorities believe the girl was thrown from a vehicle into the creek, or whether she was carried into the park and placed in the water.

An autopsy conducted by the county medical examiner's office determined the cause of death as "homicidal violence, including submersion in water."

A warrant from Ocean County charging Morgan with child endangerment and interference with custody had been issued before the girl's body was found.

Transit police agencies, including NJ Transit, Amtrak and the Port Authority of New York and New Jersey, were assisting the FBI and the U.S. Marshals Service in a search that included train and bus stations, airports, highway bridges and tunnels.

Morgan was last seen on a platform of the Asbury Park train station Monday night between 7 and 8 p.m., the prosecutor said.

His last permanent address was at an apartment in Eatontown, but Morgan had been staying on and off with a friend in Ocean Township, just outside Asbury Park, the prosecutor added.

"The police are working with every ounce of their being to locate him," Warshaw said.

No one answered the door Wednesday afternoon at the Lakehurst home where the child had lived with her mother, Imani Benton. Earlier in the day, the child's grandmother, Michelle Simmons, told The Star-Ledger of Newark the family is having a hard time coping.

"We are just trying to get through this," she said. "It's very difficult."

The death of the toddler marks the second time in two years that a young girl has died under such circumstances in New Jersey.

A former Galloway Township man is awaiting trial on murder and kidnapping charges in the drowning of his 3-month-old daughter in February 2010, when he is accused of throwing the infant off a bridge on the Garden State Parkway.

The baby's body was found several weeks later along the banks of the Raritan River. The mother had sole custody of the child and was seeking a restraining order against the baby's father at the time of the abduction.

Illinois water plant not hacked by foreigners: US

Federal investigators have concluded that a burned out pump at an Illinois water treatment facility was not caused by foreign hacking, the Department of Homeland Security said Tuesday.

DHS and the FBI were working with the Curran-Gardner Public Water District in Springfield, Illinois, to try to determine why the pump burned out earlier this month.

"DHS and FBI have concluded that there was no malicious traffic from Russia or any foreign entities, as previously reported," DHS spokesman Chris Ortman said in an emailed statement.

"My understanding is that the company had some pretty good logs (of traffic in its system) and our people got access to those logs," said a DHS cybersecurity official who spoke privately because he was not authorized to give interviews on the matter. "There are many reasons for a motor or pump to burn out."

Ortman said that there was no evidence that any credentials had been stolen.

The Illinois Statewide Terrorism and Intelligence Center, in a report that had been leaked to reporters last week, had said that hackers entered the network using credentials stolen from a company that makes software used to control industrial systems.

The Terrorism and Intelligence Center was not immediately available for comment on the Department's finding.

Cybersecurity experts have warned for years that portions of the U.S. critical infrastructure ? particularly water and electrical plants ? have only rudimentary defenses against hackers, in particular the all-important Supervisory Control and Data Acquisition (SCADA) systems which operate the plants.

U.S. investigators are also looking into claims that a hacker broke into computers that run a Texas water system.

Shauna Dunlap, a special agent with the FBI's Houston Division, said on Tuesday that her agency was investigating the matter with assistance the Department of Homeland Security and the utility run by the city, which has a population of 17,000.

A hacker who goes by the handle "pr0f" had published schematic diagrams that appeared to be of facilities from the South Houston water system on a website known as Pastebin.com sometime on Friday.

Stewart Baker, a cyber expert and DHS veteran, said that one serious and obvious security problem was that water companies tended to leave default user names and passwords in place when they bought software just because it was easier.

"Their nightmare is 'We're locked out by our own security,"' said Baker, now with the law firm Steptoe and Johnson LLP. "Operational demands trump security."

Bachmann: Fallon song choice shows sexism, bias (AP)

ST. PAUL, Minn. ? GOP presidential candidate Michele Bachmann lashed out Wednesday at NBC for not apologizing or taking immediate disciplinary action for an off-color song played during her appearance on Jimmy Fallon's "Late Night."

In her first comments on the flap, Bachmann said on the Fox News Channel that the Fallon show band displayed sexism and bias by playing a snippet of a 1985 Fishbone song as she walked onstage for Tuesday's show. The title of the song is "Lyin' Ass B----."

"This is clearly a form of bias on the part of the Hollywood entertainment elite," Bachmann said. She added, "This wouldn't be tolerated if this was Michelle Obama. It shouldn't be tolerated if it's a conservative woman either."

She went further on a national radio conservative radio show hosted by Michael Medved, calling the incident "inappropriate, outrageous and disrespectful."

Fallon has tweeted an apology to Bachmann, saying he was "so sorry about the intro mess."

Bachmann told Minnesota Public Radio News that Fallon called her on Wednesday to further apologize. She said the comedian told her he was unaware that his show's band planned to play the song.

On Fox, Bachmann expressed surprise that she's heard nothing from the TV network. She suggested that discipline for the show's Roots band was in order. She said she believed Fallon's comments to be sincere.

One of Bachmann's congressional colleagues, New York Democrat Nita Lowey, had called on NBC to apologize for its "insulting and inappropriate" treatment of its guest.

An NBC spokeswoman didn't immediately return a phone message from The Associated Press.

The Roots' bandleader, Ahmir "Questlove" Thompson, has said the song was a "tongue-in-cheek and spur-of-the-moment decision."

Bachmann, who is lagging in presidential polls, has spent the week promoting her new autobiography in national television interviews.

Rihanna seems to be making trouble everywhere she goes these days. On Sunday night, she accepted her American Music Award for Favorite R&B/Soul Album remotely from the U.K., where she was performing on "The X Factor." And part of her ensemble for that performance had heads turning.

She donned a demure plaid dress and clunky punk shoes with writing scrawled all over them, and one phrase on the footwear had some people up in arms. According to The Telegraph, the words "F--- Off" were written on Ri's shoes. While the offensive statement may have left audiences a bit shocked, a spokesperson for the show played down the controversy.

"There were no close-up shots of Rihanna's shoes," the spokesperson said. "We believe the performance was suitable."

Rihanna caused a similar stir last December when she appeared on the British reality program scantily clad in a provocative outfit.

Rihanna Has Company: Who Else Had Their Videos Banned?

It's not just the Brits that Rihanna is making blush. According to Pressparty, Rihanna's "We Found Love" video has been banned from being played before 10 p.m. in France. The Officials at the Supreme Audiovisual Council of France have deemed the video, which includes drug use, sex and domestic violence, inappropriate for viewing before that hour.

The video's director, Melina Matsoukas, recently defended the video's imagery when she spoke to MTV News. "We love, obviously, to do provocative imagery ... we always try to definitely push the limits," Matsoukas said. "I think because, in the end, it's not really at all about domestic violence. It's really just about it being toxic, and they're on this drug trip and that definitely plays a part, but I think it's also about being triumphant over those weaknesses, and she leaves him. It's not trying to glorify that type of relationship. The bad parts of it, that's what you don't want. In the end, her leaving, it represents her getting that out of her life. The drugs and the addiction and the toxic — that's what brings her downfall and brings a lot of harm."

Rihanna's video for "S&M," also directed by Matsoukas, was banned for using provocative imagery when it was released back in February.

Rihanna drops her new album, Talk That Talk, a grinding party record full of provocative lyrics, this week. "We Found Love" is the first single off the record.

FRANKFURT/LONDON (Reuters) ? Euro zone banks' demand for central funding surged to a two-year high on Tuesday, and U.S. funds cut their lending to the bloc's banks, tightening a squeeze that looks unlikely to ease this year.

Fast-spreading sovereign debt worries have left lending markets virtually frozen and the European Central Bank as the only available funding option for many banks.

The ECB's weekly, limit-free handout of funding underscored the widespread problems, with 178 banks requesting 247 billion euros, the highest amount since mid-2009.

Just as fears about the financial health of Italy and Spain have stopped banks lending to some their peers, U.S. funds have also continued to retreat from the region, and Italian and Spanish banks have seen corporate deposits flow out to safer havens.

U.S. money market funds, which are key providers of liquidity to banks and have been pulling back from the euro zone since May, cut their exposure to European banks by a further 9 percent in October, according to ratings agency Fitch.

Bankers said there appeared little chance of wholesale funding markets reopening for euro zone banks this year, and the best that can be hoped is for a return to more normal conditions early in 2012.

"The reality is it's hard to see investors get any confidence (before the end of the year), as the sovereign crisis is out of control. Confidence has disappeared from the banks as they are a conduit for the sovereigns," a senior debt market banker said.

There are several warning signs flashing for euro zone banks' liquidity, limiting options and raising borrowing costs, leaving the European Central Bank as the only option for many of them.

"There won't be a crisis of liquidity because the ECB floodgates are open. But that's not long-term funding that banks need for sustainable planning," the banker said.

Financial markets have grown increasingly worried about banks' liquidity as the failure to get to grips with Greece's debt crisis has seen worries spread to Italy, Spain and France, raising their borrowing costs and threatening to saddle banks with losses on their sovereign debt.

"It all comes down to whether the politicians can find a fix for the euro zone. I don't think markets are going to unfreeze until we see some movement on that," said Simon Adamson, analyst at CreditSights in London, adding he doubted markets would reopen this year.

The ECB has reinstated some of its most potent crisis-fighting tools in a bid to try and calm tensions, but the moves have done little to revive wholesale funding.

European leaders will meet next week to discuss how to unblock funding, including potentially restarting state guarantee schemes to allow banks to access longer-term funding.

Key euro-priced bank-to-bank lending rates were steady on Tuesday, but the increase in Italian borrowing costs has lifted funding costs for banks there near to "junk" bond levels.

U.S. money market funds have cut their European exposure to the lowest in percentage terms since Fitch started compiling its data in 2006, the ratings firm said.

"Recent trends indicate that money funds are pursuing a range of strategies to mitigate euro zone risks, including reducing exposure levels, shortening maturities, and increasing the share of collateralized transactions in the form of repos," said Robert Grossman, managing director of Fitch Ratings.

Fitch said its sample of the top 10 U.S. money market funds had a $224 billion exposure to Europe's banks at the end of October, down 42 percent from the end of May.

Funds cut their exposure to French banks by 19 percent in October and by 69 percent since May. They have also shortened maturities, and more than half the exposure to them was for seven days or less at the end of October, Fitch estimated.

The funds also cut their exposure to German banks by 16 percent and to Nordic banks by 14 percent during October.

And reduced wholesale bank funding "could be now morphing into corporate deposit outflows in certain markets," according to Kinner Lakhani, analyst at Citi.

"We are starting to witness signs that corporates are withdrawing deposits from the banks in Spain, Italy, France and Belgium. This is a worrying development and potentially signifies another leg-up in banks' dependence on the ECB," he said.

Citi estimated that non-retail deposit outflows were seen in the third quarter at Italy's Intesa (ISP.MI) and UniCredit (CRDI.MI), Spain's BBVA (BBVA.MC) and Santander (SAN.MC) and France's Societe Generale (SOGN.PA) and BNP Paribas (BNPP.PA).

The money headed to banks in Germany, the Netherlands and Sweden, Lakhani said.

Penn State names former FBI head to probe sex abuse (Reuters)

PHILADELPHIA (Reuters) ? Penn State University trustees on Monday named former FBI director and federal judge Louis Freeh to head an independent investigation into the child sex abuse scandal that has rocked the university.

At a press conference, Freeh said the investigative team run by his law firm would examine gaps in Penn State's "control environment" and culture.

Jerry Sandusky, a former assistant football coach at Penn State, was charged this month with multiple counts of sexually abusing young boys over a 15-year period. Two former university officials were charged in an alleged cover-up.

The board of trustees fired legendary football coach Joe Paterno and Penn State's president for failing to tell police about the abuse once they learned of it.

Multiple investigations have been launched into what led to Sandusky's alleged crime and the university's response, including the one by the board of trustees that has now engaged Freeh and his law firm.

"We have to do an investigation that is perceived by everyone as fully impartial and comprehensive," said Ken Frazier, chairman of the trustees' special committee.

Freeh, who was FBI director from 1993 to 2001, has no connection to the university or even to the state of Pennsylvania, Frazier said.

Freeh said the team of investigators he has put together would include former FBI agents and assistant district attorneys, including some with experience in pedophile cases.

The team has established its own toll-free hotline for tips relevant to the case.
