New compounds display strong therapeutic potential for cystic fibrosis

[unable to retrieve full-text content]Cystic fibrosis is a lethal genetic disorder that in France affects one child per 4,500 births. An international team has recently discovered two new compounds that could be used to treat patients carrying the most common mutation. By means of virtual screening and experiments on mice and human cells in culture, the scientists were able to screen 200,000 compounds and selected two that allowed the causal mutated protein to express itself and fulfill its function.

This continuing string of record-setting results is testament to the hard work of the entire American team. So I?m especially pleased to report that the August results included an additional $50 million set aside for an expected profit sharing payout for 2013. As you probably know, our current labor agreements include profit sharing for eligible employees and we have similar profit sharing plans in place for our agents, representatives, planners, support staff and some management employees. While the year isn?t over, and profit sharing is based on full-year results, I?m optimistic that in March 2014 we?ll be able to make profit sharing payments for the first time in many years.

We are building a strong, competitive and profitable new American which will create more opportunity for our people. In fact, later today we?ll share details of our plans to hire 1,500 new pilots over the next five years. We have offered recall to all of our furloughed pilots and will begin the new recruiting later this fall. This is in addition to the hiring and training underway for 1,500 new flight attendants, and the more than 1,200 agents and representatives who have joined our team this year.

We are making good progress on the merger front, as we continue to prepare a strong case for the trial in November and remain open to discussions with the Justice Department regarding a settlement on appropriate terms. Below are the three companies in the Homebuilding industry with the highest debt to equity ratios. The Debt/Equity ratio measures a company's leverage and a high level often implies that a company has financed much of its growth with debt.

Beazer Homes ranks highest with a a debt to equity ratio of 6.6. KB Home is next with a a debt to equity ratio of 4.1. Ryland Group ranks third highest with a a debt to equity ratio of 1.8.

M/I Homes follows with a a debt to equity ratio of 1.4, and Lennar rounds out the top five with a a debt to equity ratio of 1.3.

AP Sources: Mets, Collins close to extension

NEW YORK (AP) ? Terry Collins is poised to remain with the New York Mets as they attempt to build a winner.

Three people with knowledge of the situation told The Associated Press on Saturday that Collins is close to an agreement to stay on as manager. The people spoke on condition of anonymity because the deal had not been finalized and no announcement had been made. Collins' current contract expires after this season, his third in charge of the Mets.

The team is expected to announce an extension for Collins at a news conference Monday, the day after the season ends. He is nearing a two-year contract, one of the people said, perhaps with a team option for 2016.

The move comes as no surprise. Though general manager Sandy Alderson and the Mets have publicly maintained they would wait until the conclusion of the season to determine Collins' fate, it became increasingly clear late in the year that he likely would return.

Fielding an inexperienced lineup depleted by injuries and trades, the 64-year-old Collins has kept the Mets competitive down the stretch without most of his top players.

David Wright missed seven weeks with a strained hamstring and All-Star ace Matt Harvey was shut down Aug. 26 with a partially torn ligament in his pitching elbow that put his status for next season in jeopardy.

First baseman Ike Davis (oblique) and closer Bobby Parnell (neck surgery) also are sidelined. Right fielder Marlon Byrd and catcher John Buck, two of New York's best run producers, were traded to Pittsburgh for a pair of prospects on Aug. 27.

"We said in spring training, from the first day: Look, we're not real deep, so one thing we could not have were injuries," Collins said Friday. "We had to play through it. We did. We've hung in there. But the frustration is we couldn't keep our good players out there."

Second baseman Daniel Murphy is the only opening-day regular to make it through the entire season. Still, the Mets haven't quit on the field. They went 5-1 on their final trip, taking two of three at playoff-bound Cincinnati to knock the wild-card Reds out of contention for the NL Central title.

"They've hung in there through all the adversity," Collins said. "They competed every game and hung in there. It's been fun to watch."

Collins was 224-260 as manager of the Mets going into Saturday's game against Milwaukee. A new deal would give him an opportunity to see through the rebuilding project he jumped into a few years ago.

Despite struggling to their fifth consecutive losing season since moving into Citi Field, the Mets have started to generate some legitimate hope for the future. Harvey and Zack Wheeler have impressed on the mound, the first to arrive from a crop of touted young pitchers New York is banking on down the road. Dillon Gee and Jonathon Niese appear dependable.

With more than $40 million in player salaries coming off the books after this season, the Mets are expected to be active in free agency this winter. They have question marks all over the diamond heading into next year, but youngsters such as catcher Travis d'Arnaud and center fielder Juan Lagares show promise.

The club has long targeted 2014 for a return to playoff contention ? though Harvey's injury is potentially a major setback. The right-hander hopes to avoid elbow ligament-replacement surgery with a throwing and strengthening program.

"We've got something to build on," Alderson said Friday night during an in-game interview on SNY. "I've always felt from when I arrived here through about this point with some expiration of contracts, that we needed to acquire and develop talent, we had to unfortunately manage our payroll and, at the same time, we had to win some games. Probably in that order of priority. I think going into next season that order changes."

New York finished fourth in the NL East in each of Collins' first two seasons and was third this year at 73-87 with two games remaining.

The fiery Collins also managed the Houston Astros from 1994-96 and the Anaheim Angels from 1997-99, compiling a winning record and a second-place finish in each of those seasons but the last one.

He joined the Mets as a minor league field coordinator in 2010 and was hired as manager in November of that year, about a month after Alderson took over as GM. Collins originally was given a two-year contract with a team option for 2013, which the Mets exercised in September 2011.

FoxSports.com and ESPNNewYork.com were among the media outlets who first reported Saturday that the sides were close to a new deal.

Baseball's beacon trials hint at Apple's location revolution

As we neared the threshold of the gates in front of the walkway to the home of the New York Mets, a message popped up on developer Chad Evans' space-gray iPhone 5S.

"Welcome to Citi Field."

After a few more paces, we encountered the famed Mets Home Run Apple in front of the stadium. Evans moved his iPhone 5S near a sign by the landmark, and a video popped up detailing its history.

Upon entering the stadium, another message popped up, this time greeting Evans as a first-time visitor to Citi Field. The stadium "knows" how many times you've been, and can fire off special coupons and discounts to fans who, for instance, make their 10th trip there.

"We're using location and our understanding of history to better serve our fans," Evans said.

The demonstration was part of a collection of location-based services using Apple's iBeacon, a new feature found in iOS 7. It uses a collection of beacons -- tiny discs a little wider and thicker than a quarter -- to pinpoint a phone's location by broadcasting Bluetooth signals. Largely ignored in favor of the graphical overhaul of iOS 7, iBeacon has the potential to change our experiences at everything from ball games to shopping malls, both an exciting and frightening prospect.

MLB.com has spent the last few months running trials to get iBeacon to work with its At the Ballpark app, which needs to at least be running in the background in order to access the new bells and whistles. The purpose of iBeacon is to allow partners to deliver information, coupons, and other media relevant to a person's location. At Citi Field, it's everything from a simple greeting to a discount at the stadium store.

MLB.com isn't the only organization working with iBeacon. Among the other high-profile names testing the waters are Starbucks, Macy's, and American Airlines.

After a run through, one gets a sense of where Apple wants to go with location and even mobile commerce, and perhaps why it has been so reluctant to embrace other similar technologies like Near Field Communication (NFC), which many others use to power mobile payments.

The topic of location-based services is often a tricky one to talk about. While retailers love the idea of targeting consumers who walk by their stores, there's an inherent unease associated with knowing too much about individuals. Some may appreciate the deals; others might be put off by the idea that anyone is tracking their movement. The idea of "opt in" is thrown around a lot, and MLB.com isn't different.

Evans said that his team purposely designed it so users had to have the app running (even in the background) for the alerts to work, which is essentially a fan opting in to the service. He said he doesn't want to surprise anyone.

The concerns haven't stopped others from trying different technologies that can track a person's location. Each of them have their own drawbacks. GPS isn't particularly accurate indoors, and quickly drains a device's battery. QR, or quick read, codes require you to open a specific app and take a clear photo, a fairly proactive and distracting task for most people. Even NFC, which many had pegged as the most elegant solution to bridging the phone with a wallet, requires you to tap a specific spot, and doesn't always work correctly.

Evans said he preferred Bluetooth LE over other technologies because of its flexibility. The discs can be tuned for a wide variety of ranges, all depending on the application. Only fans who walk through the door of the Mets store, for instance, may get hit with a coupon, while others who walk by wouldn't get harassed.

While MLB.com is still in its testing stages, the rough deployment paints a picture for the kind of services that could eventually be available thanks to iBeacon. Evans said that he expects this to be commercially available sometime next year, and eventually move to all MLB stadiums, but wouldn't give a specific date.

He added that many of the examples of deployments during the demonstration could be adjusted at Citi Field, and individual stadiums will offer different features depending on the preference of the ball club.

MLB.com plans to offer something similar for Android eventually, Evans said, noting that Android 4.3 also offers support for Bluetooth LE. He said MLB.com opted to go with iOS first because iBeacon offered a solid framework of software development kits to work from, as well as a solid base of potential users. (Anyone with an iPhone 4S or later will be able to take advantage of it.)

While the tests primarily dealt with the delivery of info, MLB.com could see iBeacon and Bluetooth LE eventually powering things such as mobile payments, according to a representative. The company is actively exploring different capabilities.

"Your phone can serve as a gateway to all the experiences around the ball park," Evans said.

Glee Season 5 Premiere Recap Klaine BeatlesI?m not one to quote Blaine Anderson ? our relationship?s been all downhill since ?Teenage Dream? ? but the bowtie-wearin? teen definitely got it right in Glee?s Season 5 premiere when he responded to feral Kitty?s crazy query, ?Can anyone still relate to the Beatles?? I mean, who among us didn?t nod our heads at his?dumbstruck retort? ?Pretty much the entire world.? Preach, Mr. Anderson, preach!

Of course, the positive John-Paul-George-and-Ringo vibes were the perfect, airy amuse-bouche to a Season 5 main course that we all know is going to get soooo heavy. Indeed, the absence of Finn Hudson ? and this summer?s tragic death of series star Cory Monteith ? hung heavy over the hour, like a cluster of storm clouds on the horizon during the sunniest of days. (Tell me I?m not the only one who wanted to curl into a ball with a box of Kleenex at the sight of Rachel singing ?why he had to go, I don?t know.?)

* Blaine and Kurt got back together, but the former wasn?t satisfied with a facebook status update to ?in a relationship.? He banded together all of the region?s competing show choirs for a massive song-and-dance proposal to ?All You Need Is Love? ? under the theory that the proposal should be ?a cultural statement.? Burt drove Kurt to the event (Kurt already had figured out what was going down), though Papa Hummel noted his son didn?t look so thrilled as they got closer to the venue. ?You look like I?m driving you to your execution,? were Burt?s exact words.) Kurt said yes ? though his face looked a little less certain, no? Then again, with Rachel, Santana and a wordless Mercedes, plus almost everyone else from McKinley (and even Schue) in attendance, how could he have said ?no?? This is why public proposals are a terrible idea ? and, to be honest, kind of passive-aggressive (or maybe just aggressive-aggressive)! Also: Where was the supportive lesbian couple Blaine got so obsessed with last season? (That?s my burning question for the episode!)

* After a period of secrecy ? and some stern words from Tina ? Kitty and Artie went public with their love affair. But methinks that bitchy Cheerio Bree (flanked by neck-brace girl) means to cause trouble over her rival dating a dude with glasses, in a wheelchair, and sporting a different physique than Kitty?s uzh. (That said, I?m gonna say Artie?s new hair and stepped-up fashion had him looking hotter than in any prior season. GIT it, son!)

* Rachel stayed in contention for the Funny Girl role, but the director and leading man (Ringer?s Ioan Gruffudd) questioned if she was seasoned enough for the gig. A sizzling performance at her place of work as a singing waitress, though, may have sealed the deal (even though, apparently, CLAIRE DANES is in the mix for the role, too ? loved that detail!). We?ll have to wait and see.

* Sue snagged the role of McKinley principal from Figgins ? through nefarious means, of course ? then proceeded to torment her former boss while informing Will and Roz that their respective teams needed to win national championships if they didn?t want to incur her wrath. (Sue needs said teams to thrive to help turn her new interim post into a permanent one.)

* Sam, Ryder and Blaine offered their prom-date services to Tina as a way to curb her increasing rancorousness. (For the record, she chose Sam ? for being the least gay and the least Asian, and therefore breaking any old habits of hers.)

Bombs targeting Sunni worshippers kill six in Baghdad

Baghdad (AFP) - Two bombs exploded near Sunni mosques in the Iraqi capital as worshippers left after Friday prayers, killing six people, while seven more died in attacks targeting security forces, officials said.

The bombs -- one near a mosque in the Dura area of Baghdad and the second in Jihad -- also wounded at least 22 people.

The blasts were the latest in a series of sectarian attacks in the city, and came a week after two bombs in a Sunni mosque north of the capital killed 18 people.

Last Saturday, bombings targeting Shiite mourners in Baghdad killed 73 people, while an attack on a Sunni funeral killed 12 the next day.

And another bombing against Sunni mourners in Baghdad killed 15 on Monday.

There are persistent fears of a return to the all-out Sunni-Shiite violence that peaked in 2006-2007 and killed tens of thousands of people.

The UN refugee agency said this week it was "increasingly concerned about the situation in Iraq, where recent waves of sectarian violence threaten to spark new internal displacement of Iraqis fleeing bombings and other attacks".

Some 5,000 Iraqis have been displaced this year, joining more than 1.13 million who had previously fled or been forced from their homes, it said.

Other attacks on Friday targeted security forces in north Iraq.

In Nineveh province, a bomb killed a police colonel and two of his guards, and wounded four others.

A suicide bomber also detonated an explosives-rigged vehicle near an army base in the province, killing two soldiers and wounding 10 other people, while a bomb near a policeman's house killed his mother.

And gunmen shot dead a police colonel in Kirkuk province.

Militants including those linked to Al-Qaeda frequently carry out attacks against Iraqi security forces.

The latest violence brings the death toll to more than 730 people in September and more than 4,550 this year, according to AFP figures based on security and medical sources.

Kane County Chronicle | Organizations helping kids to be fit

September is Childhood Obesity Awareness Month, and the Kane County Chronicle is presenting a three-day series on childhood obesity and its effects on our children. This is the third part of the series.

With the song "Eye of the Tiger" blaring in the background, Richmond Intermediate School student Melanie Chavez said she felt invigorated after running across the school's gym a few times.

"It helps me wake up before I have to start classes," Chavez said.

For approximately 30 minutes three days a week, Richmond third-, fourth- and fifth-graders run, jump rope and participate in other activities before school starts. The Precision Fitness program started in the spring of the 2011-12 school year.

"I want to give kids the opportunity to reach 60 minutes of physical activity a day," Richmond physical education teacher Gustavo Silva said. "We are trying to provide the opportunities and let them figure out what they like. There's no right or wrong way to be active. I have to instill in them that enjoyment of physical activity."

Silva?s is a way of thinking shared by many working to improve the health of American children: de-emphasize weight loss and instead focus on the daily decisions that affect a child's overall fitness. Replace the fried stuff with veggies. Limit time spent in front of the TV. When possible, be in motion.

These are necessary steps, experts say, if the country is to reverse the troubling childhood obesity epidemic. A child with excess body fat is considered overweight or obese. Doctors take several factors into consideration ? including weight, age, height and gender ? to determine whether a child fits one of those categories.

In 1980, U.S. children ages 6 to 11 and 12 to 19 held obesity rates of 7 percent and 5 percent, respectively. By 2010, obesity rates in both age groups had increased to 18 percent, according to a study in the Journal of the American Medical Association.

Locally, Kane County's 2011 Community Health Assessment indicates that 21.8 percent of children younger than 18 are considered obese.

Attempts to combat childhood obesity have varied and include everything from prevention programs to changing the familiar food group pyramid to the MyPlate icon, intended to remind people to eat healthy.

In August, the U.S. Centers for Disease Control and Prevention released a sign of potential progress: A study that showed from 2008-2011that there was a decrease in the nationwide obesity rate for preschool children from low-income families. Nineteen states/territories showed decreases, while 20 others ? including Illinois ? experienced no significant change. The rates rose in three states.

Beverly Henry, an associate professor of nutrition and dietetics at Northern Illinois University in DeKalb, called that report encouraging but said making healthy choices needs to continue.

"It's not time to stop," she said.

Community effort needed

Attention to, and action on, what kids are eating and how often they are moving needs to continue, Henry said. Parents can help younger children recognize when they are full so they can stop eating and encourage school-age children to spend time moving.

"They should balance screen time with movement time. It's 'On your feet vs. on your seat,'" she said. "If you spend more time on your seat, you have to increase your time on your feet."

Schools, Henry said, can make it a priority by making healthy behaviors a stated priority. She added that many do realize the link between academic success and healthy eating.

"Kids will remember better, read better, pay attention better, if they eat well," she said. "A hungry brain doesn't learn really well."

At Richmond, the exercise provided by the Precision Fitness program is in addition to the 30 minutes of physical education the students receive four times a week. The program has grown from 60 students the first year to 140 in the spring ? nearly 40 percent of the school?s population.

"I'm pleased, but not surprised," Silva said. "I know what the kids want. My goal is that 100 percent of the kids will be involved."

The program has become part of Richmond student Melanie Williams' routine.

"I like that it motivates you to exercise more," Williams said.

This fall, the Precision Fitness Club added a program called the "100 Mile Club," where students walk or run during recess with a goal of reaching 100 miles by the end of the school year. The new club has more than 150 kids and is growing by an average of 10 students a day, Silva said.

Other local organizations also are working to make sure kids in Kane County stay active. The ProActive Kids Foundation this summer launched a new location at the St. Charles Park District's Pottawatomie Community Center to help tackle Kane County's childhood obesity issues.

The ProActive Kids program is open to children ages 8 to 14 who are considered overweight, along with their families. The eight-week sessions revolve around exercise, nutritional lessons and discussion.

Nicki Klinkhamer is executive director of ProActive Kids. Her husband, Tony Burke, founded the program in 2010, which is funded through Cadence Health.

"He was an overweight child," Klinkhamer said. "He was looking for something to do for his community."

As part of the program, participants are given the opportunity to work out for 45 minutes a week. The program also focuses on a child's personal struggles, such as body image and bullying, and families are taught nutritional lessons.

"Most programs are just fitness and nutrition," Klinkhamer said. "Obviously, these kids need fitness and education and nutrition, but a lot of it is the psychological stuff, the body image, the self-esteem. There's also the psychology around the reasons we eat, understanding when we are hungry and when we are full. A lot of kids don't realize that they're eating because they are angry or are stressed."

The parents are a vital part of the discussion, she said.

"The parents are totally responsible for the child," Klinkhamer said. "Whether the child is getting enough activity, that's the parent's issue, not the child's. I think that parents have forgotten that their child's health is their No. 1 priority."

That especially holds true for younger children, she said.

"Obviously if a 4- or 5-year-old is struggling with weight, it's not because they're playing too many video games," Klinkhamer said. "It's because they are being fed the wrong things."

She stressed the importance for parents to know what their kids are eating when they are not home, like at school.

"Is it OK if they are eating chicken fingers every day?" Klinkhamer said. "No, that's not OK. If your child is struggling with weight, you kind of need to have a general idea of what is going on in their whole world."

Plano resident Ana Chamu Villa decided to enroll her two daughters in Presence Mercy Medical Center's I'm Reducing Obesity in Children nutrition program last year after they were diagnosed as being overweight. Villa wanted to prevent them from developing health problems, including diabetes, which runs in the family.

Through the program, Villa said they learned how to read nutritional labels and prepare healthy meals. As a result, her daughters are eating healthier.

"They both have lost 10 to 15 pounds each," she said.

The free program is offered to children 5 to 10 years old at various locations throughout the year.

"Children are in one room participating in hands-on cooking demonstrations while parents are in another room receiving educational programming," Presence Mercy Medical Center marketing project coordinator Marianne Renner said. "Then at the end of each session, the parents can taste test the recipes that the children made."

The little steps ? moving more, not super-sizing every item eaten, eating healthy food ? add up to results, Henry said.

The messages given can't sound too harsh, Henry cautioned. Advising parents to walk their children to the park is going to sound easier to accomplish than setting a specific amount of minutes and days a week to be active.

"It's that word 'exercise,' for a certain time, that can seem overwhelming," she said. "All the little steps add up, the activities add up, and we'll start to feel better."

(NaturalNews) Increasingly, because of hyperactivity, scientists believe that high-speed eruptions of super-charged particles from the sun may someday cause increasing problems and failures in the signals from satellites we rely on to watch TV, use the Internet and communicate.

Solar flares, coronal mass ejections and other space weather events generated by the sun, though some 93 million miles (150 km) away, can send highly energized particles speeding towards Earth. These "solar storms" have, in the past, been blamed for disrupting communications systems and damaging satellites.

To better understand these disturbances, a team of MIT researchers investigated the space weather conditions at the time of 26 failures in eight geostationary satellites operated by the London-based company Inmarsat. Geostationary satellites orbit at the same rate as the Earth's rotation, meaning they always hover above the same location on the planet.

Most of the glitches, from 1996 to 2012, coincided with high-energy electron activity during declining phases of the solar cycle, the study found.

'We really need to improve our method of quantifying and understanding the space environment'

Researchers believe the charged particles could have accumulated in the satellites over a period of time. And, despite the satellites' protective shielding, that buildup most likely caused some internal charging which, in turn, damaged the satellites' amplifiers, which are necessary in order to relay signals back to earth. Over the course of extended missions, the researchers warn this phenomenon could lead to a failure of the satellites' backup amplifiers as well.

"Once you get into a 15-year mission, you may run out of redundant amplifiers," study researcher Whitney Lohmeyer, an aeronautics and astronautics graduate student at MIT, said in a statement. "If a company has invested over $200 million in a satellite, they need to be able to assure that it works for that period of time. We really need to improve our method of quantifying and understanding the space environment, so we can better improve design."

The thing about space weather is that it often resembles weather on Earth - it's not very predictable. And, say researchers, space weather can be much more reactive than what is often predicted by models utilized by engineers who design satellites, according to Kerri Cahoy, one coauthor of the study and an assistant professor of aeronautics and astronautics at MIT.

"There are many different ways that charged particles can wreak havoc on your satellite's electronics," Cahoy said in a statement. "The hard part about satellites is that when something goes wrong, you don't get it back to do analysis and figure out what happened."

The pair's findings suggest as well that some assumptions about solar storms and space weather risks are likely in need of revision. Per Space.com:

Researchers often take geomagnetic disturbances into consideration when assessing the vulnerability of spacecraft to space weather, according to a statement from MIT. But Lohmeyer found that most of the amplifier breakdowns occurred during times of low geomagnetic activity that would normally be considered safe.

"If we can understand how the environment affects these satellites, and we can design to improve the satellites to be more tolerant, then it would be very beneficial not just in cost, but also in efficiency," Lohmeyer said.

The team's research is detailed in the journal Space Weather.

Is 'the big one' on its way?

Scientists have been concerned for the past few years that increased solar activity could spell trouble for the world's technology - and that the U.S. would be especially hard hit.

State and federal emergency planners are worried about the possible occurrence of a solar "superstorm" that would cause untold damage to power and communication grids.

Adding to that concern is a recent report by a group of experts in Britain who say that such a storm is not only likely to occur in the short term but is a near-certainty, given the historical cycle of such solar events.

The report about extreme space weather from the Royal Academy of Engineering in London said major solar superstorms generally occur, on average, once every 150-200 years. The group went on to note that the last major solar storm took place in 1859, long before the establishment of modern electrical grids and a century before space travel and satellites.

France expects U.N. Security Council to agree Syria resolution

NEW YORK (Reuters) - France said on Monday it expected the U.N. Security Council to agree on a resolution to enforce a chemical weapons deal with Syria and appeared to give up on its previous calls to have a resolution threatening force against President Bashar al-Assad.

Russia accused the West on Sunday of trying to exploit the deal between Moscow and Washington with Syria to push through a council resolution issued under Chapter 7 of the U.N. charter, which could authorize sanctions or military intervention if Damascus reneges on its commitments.

Some U.N. diplomats, speaking on condition of anonymity, had expressed concern about whether agreement on a resolution could be reached. However, speaking to reporters in New York French Foreign Minister Laurent Fabius appeared to back down.

"For it to be acceptable to France ... the resolution should foresee that measures under Chapter 7 are taken if Syria does not comply with its commitments in line with the Geneva agreement," Fabius said. He added the resolution should also call for those behind the chemical attack to face justice.

"We should take exactly what was foreseen in Geneva," Fabius said. "On that basis we should come to an agreement."

Fabius appeared to confirm France's willingness to accept Russia's demand that the current draft resolution not be enforceable under Chapter 7. According to the Geneva agreement, the Security Council would have to adopt a second resolution in order to punish Syria for any non-compliance with a U.S.-Russian plan to eradicate Syria's chemical arsenal.

Russia and the United States brokered the deal in Geneva in mid-September to avoid possible U.S. military strikes. Under the deal, Assad would account for his chemical weapons and see them destroyed by the middle of next year.

The deal stipulated that "in the event of non-compliance, including unauthorized transfer, or any use of chemical weapons by anyone in Syria, the U.N. Security Council should impose measures under Chapter 7 of the U.N. Charter."

Envoys from the five big U.N. powers - the United States, Britain, France, Russia and China - have been meeting in New York to negotiate a draft resolution to place Syrian chemical weapons under international control.

"Regarding the Russians, it would be difficult to understand that given they themselves proposed the ban on chemical weapons that there would not be an agreement to apply what they proposed," Fabius said.

French diplomats said the mention of an eventual recourse to further measures under Chapter 7 would be a minimum requirement.

They said there was a chance the resolution could be voted during the U.N. General Assembly, but they aimed to negotiate as tough a resolution as possible which could delay a vote.

"If there were a violation then it would be up to the Security Council to take its decisions, but under chapter 7," Fabius said.

Russia and China have blocked three U.N. resolutions meant to pressure Assad during Syria's civil war, which has killed more than 110,000 people since 2011.

The 1.1mn barrel (bbl) Energy East pipeline now looks increasingly likely to go ahead as long as it receives the necessary approvals. This would increase the flow of western Canadian crude to the Easter refining centre.
* We are seeing a growing trend of crude-by-rail shipments to circumvent the limitations in pipeline capacity. Strong growth in Canadian crude exports by rail is playing a critical role in transporting heavy crude produced from oil sands to the refineries on the US Gulf Coast configured to process it. Our view is that this alternative mid-stream route will see strong short-term growth, at least until an alternative pipeline solution is found. Even in the mid-to-long term there will be opportunities for crudeby- rail to enhance US-Canadian oil trade.
* We continue to see a threat to growing oil reserves from oil sands projects. Due to the boom in light, sweet crude production in the US, demand for heavier Canadian crudes from oil sands has fallen. Complicated by infrastructure bottlenecks that are limiting crude flows, this has widened the discount between the prices of Canadian crudes and WTI, which has in turn hit the economics of oil sands projects.
* Canada's proven oil reserves are expected to fall from 173.1bn barrels (bbl) in 2013 to 158.0bn bbl in 2017 due to a slowdown in oil sands investment, but a reversal of this trend is expected, with proven reserves climbing back up to 162.0bn by 2022 thanks to additions from liquid shale developments. ExxonMobil's purchase of ConocoPhillips' Clyden assets has rekindled some confidence in oil sands projects; however, greater interest is being shown in the liquids-rich unconventional plays, particularly Montney and Duvernay.
* Proven gas reserves will increase from 1.9tcm in end-2012 to 2.1tcm in 2017 and pushed further to 2.3tcm by 2022 as discoveries, mainly from shale deposits, are booked as reserves. Exploration breakthroughs if favourable economics lead to an increase in offshore drilling activity pose upside risks to our forecasts.
* Gas production will initially fall owing to declining conventional output - especially in Alberta and Saskatchewan - from an estimate of 145.5bcm in 2012 to 144.1bcm in 2013, but see an uptick from 2014 to reach 157.5bcm by 2017. We expect production to hit 206.1bcm by 2022, supported by gas production in British Columbia to feed proposed LNG projects and emerging shale gas production from Alberta.
* Imperial Oil has decided to convert its Dartmouth, Nova Scotia refinery into a terminal following a lack of interest from potential buyers. This will reduce Canada's refining capacity by 88,000b/d until the North West Redwater facility in Alberta is completed in 2015.
* So far in 2013, Statoil has made two discoveries in its acreage in the Flemish Pass offshore Newfoundland. The Harpoon and Bay du Nord discoveries add to the Mizzen discovery in 2012 and bolster interest in oil exploration efforts off Canada's east coast. BP and Shell also hold acreage in the vicinity which could provide further upside.

At the time of writing we assumed an OPEC basket oil price for 2013 of US$109 per barrel (bbl), falling to US$101/bbl in 2014. Global GDP in 2013 is forecast at 2.9%, up from an assumed 2.5% in 2012, reflecting some recovery in the US, though uncertainty with regard to the eurozone debt situation will continue to hamper growth. For 2014, growth is estimated at 3.1%.
