Eccentric UK broadcaster Jimmy Savile dies at 84 (AP)

LONDON ? Veteran British broadcaster Jimmy Savile, a famously eccentric culture figure, has died at his home in northern England. He was 84.

Savile, known for his garish tracksuits, chunky gold jewelry and boundless enthusiasm for pop music and charity work, was the host of two long-running British television programs and claimed to have been a longtime confidant to Prince Charles and ex-Prime Minister Margaret Thatcher.

Rarely seen without his trademark large cigar, Savile had initially worked in a coal mine as a teenager before embracing music and built a national profile as a disc jockey ? first in Britain's dance halls and later on radio, including the renowned Radio Luxembourg.

West Yorkshire Police confirmed that officers had been called Saturday to Savile's home in the city of Leeds, northern England, and said that there were no suspicious circumstances surrounding his death. The cause of Savile's death is not yet known.

Savile claimed have been the first DJ in the world to use two turntables ? enabling continuous music to be played ? inventing the techniques later embraced by modern dance music, and to have pioneered the use of record, rather than live bands, at nightclubs.

"History has it that I was the very, very first in the whole world" to organize a disco event, he told the BBC in May.

Bestowed with a knighthood for his charity fundraising, Savile was best known as the host of the BBC's "Top Of The Pops" weekly television pop music show, launching the program in 1964 and returning to present its final edition in 2006.

For almost 20 years from 1975, Savile also hosted the hugely popular series "Jim'll Fix It," in which the broadcaster responded to children's letters by arranging for their wishes to be realized.

Savile championed a host of good causes ? frequently running marathons to raise money ? and led work to collect 20 million pounds ($32 million) for the creation of a national spinal injuries center at Stoke Mandeville Hospital in southern England.

"He was a very energetic character," friend and fellow radio presenter David Hamilton told Britain's Sky News television. "But most of all, I remember him as just a totally flamboyant, over the top, larger than life character and as he was on the air, he was just the same off."

Savile never married and lived alone in his native Leeds, in northern England, reserving part of his home as shrine to his late mother.

His guarded, and sometime curious, private life was the subject of a much watched television documentary in 2000 by film maker Louis Theroux, son of author Paul Theroux.

No anthrax vaccine testing on children ? for now (AP)

WASHINGTON ? It will be a while longer before the government decides whether to test the anthrax vaccine in children.

A government advisory board said Friday that ethical issues need to be resolved ? but if that is accomplished the vaccine could be tested in children to be sure it's safe and to learn the proper dose in case it's needed in a terrorist attack.

Because of concerns that terrorists might use the potentially deadly bacteria, the government has stockpiled the vaccine, which has been widely tested on adults but never on children.

The question is whether to do tests now so that doctors would know if children's immune systems respond to the shots well enough to signal protection.

Should the anthrax vaccine be tested in children?

Concerned that terrorists might use the potentially deadly bacteria in some future attack, the government has stockpiled the vaccine, and it's been widely tested on adults. But never on children.

The question is whether to do those tests now so that doctors would know if children's immune systems respond well enough to the shots to signal protection ? or just wait and, if there is an attack, offer the vaccine experimentally at that time.

That issue was before the National Biodefense Science Board on Friday. The board gives advice to the Department of Health and Human Services on preparations for chemical, biological and nuclear events.

Even if the board recommends testing, there is no deadline for the government to decide whether to go along. And if it does agree, it's not clear how much time it would take to find money for such research and get clearance from review boards at medical centers that would conduct studies.

Another big question is whether parents would sign up their children to test a vaccine when there is no immediate threat. It's not possible to get anthrax from the vaccine, but there are side effects. In adults, shot-site soreness, muscle aches, fatigue and headache are the main ones, and rare but serious allergic reactions have been reported.

Anthrax is among several potential bioterror weapons and is of special interest because it was used in letters sent to the media and others in 2001, claiming five lives and sickening 17. That prompted extensive screening of mail and better ventilation and testing at postal facilities and government agencies.

The FBI has blamed the attacks-by-mail on Bruce Ivins, a scientist at an Army biodefense laboratory, who committed suicide before he could be charged.

Anthrax can be difficult to treat, especially if someone has breathed anthrax spores. Millions of doses of antibiotics have been stockpiled since the 2001 episode, and two experimental toxin-clearing treatments also are being stored.

U.S. troops deploying to Iraq, Afghanistan and some other countries are required to get anthrax shots. Since 1998, more than 1 million have been vaccinated. After lawsuits objecting to the requirement, a federal judge suspended the program in 2004, finding fault in the Food and Drug Administration's process for approving the drug. The next year, the FDA reaffirmed its finding that the vaccine was safe.

Turkey rescuers look for survivors at 4 buildings (AP)

ERCIS, Turkey ? Turkish rescue teams on Saturday were digging through the remains of four collapsed buildings in what the deputy prime minister said would be the final day of the search for survivors of a devastating earthquake six days ago.

The death toll in the 7.2-magnitude earthquake that also rattled parts of Iran and Armenia, increased to 582, of whom 455 were in the eastern city of Ercis. Close to 4,000 were injured and some 230 were brought out of the ruins alive, authorities said.

On Saturday, rescuers pulled the body of a 27-year-old female teacher from a crumbled building and continued drilling through the wreckage in search of two other missing people.

Turkan Ormanoglu waited outside wailing for her son, another teacher, believed to be trapped beneath, as hopes of finding more survivors were dimming.

"We want to keep our hopes up, but I don't know," rescuer Yilmaz Ersoy told The Associated Press then paused pensively. "There is no indication that he is alive, but we are working as though he is."

Missing teacher Tahir Ormanoglu's family rushed to Ercis from the southern city of Adana as soon as they heard that the 27-year-old was trapped inside a building and have been waiting outside since. At least three people were brought alive from the block of apartments earlier, including a 2-week-old baby.

"My kid, my kid, my kid," the mother cried, clutching and kissing a photo of her son as she watched the rescue operation from inside of a fire engine.

Deputy Prime Minister Besir Atalay said rescue work was under way at four sites in Ercis but he expected it to end later in the day.

Some survivors, meanwhile, expressed frustration over an uneven quake relief response, even after foreign assistance began pouring in and the government said an initial shortage of tents had now largely been overcome.

Ishak Kartal, 73, traveled to Ercis with a young relative in search of tents to take back to his village of Ulupamir, population 7,000.

"We have four dead people. Not enough help has arrived," Kartal said. "We came to find some tents."

Interior Minister Idris Naim Sahin said the government was making plans to house the homeless in temporary, prefabricated homes or container-style housing units within two months.

Turkey canceled parades and other ceremonies marking the 88th anniversary of the founding of the republic in respect of the dead while survivors said they didn't even realize it was a holiday.

"It doesn't feel like a holiday to us," said Bayram Ala. "We're in an earthquake zone. There are aftershocks every night."

How biological capsules respond under stress

ScienceDaily (Oct. 28, 2011) ? Cosmetics and pharmaceutical drug delivery systems could be improved thanks to a new method developed to precisely measure the capability of capsule-like biological membranes to change shape under external stress. This work is outlined in a study about to be published in EPJ E? by Philippe M?l?ard and Tanja Pott from the Rennes-based Institute of Chemical Sciences at the European University of Brittany and their colleagues from the Center for Biomembrane Physics at the University of Southern Denmark in Odense.

The authors found that, by using a statistical method, they could evaluate the bending elasticity of biological membrane models, a key factor in understanding their physical properties. They relied on a series of video-microscopy images of giant liposomes, which are artificial spherical vesicles of more than ten micrometers in diameter made of a bi-layer of fatty substance called lipids. They studied the membrane deformations triggered by thermal agitation of molecules in the liquid surrounding them, over time. Previous approaches used the average of deformation amplitudes observed in these images, which meant a loss of accuracy of up to 20 percent.

Instead, in this study, the authors focused on evaluating the statistical distribution of the membrane deformation, which yielded unprecedented precision. This method relies on the so-called Maxwell-Boltzman statistical distribution, named after James Clerck Maxwell and Ludwig Boltzmann, who studied the kinetic theory of gas using this approach.

The method presented in this paper could be of interest to industry scientists in devising both cosmetic and pharmaceutical applications. For example, industry often needs to encapsulate products such as cytotoxic cancer drugs or antimicrobial peptides in biological membranes prior to delivering them into patients' bodies. Ultimately, it could help industry scientists determine what type of biological membrane is best suited for their specific purpose.

Eurozone wins respite, but it could be brief

(AP) ? With their late-night deal to cut Greece's debt and support other wobbly countries, European leaders bought time to work out more lasting solutions to the crisis plaguing the euro currency bloc. What they do with that time will determine whether this summit succeeds where many others have failed.

Thursday's three-pronged deal at long last appears to have met or beaten expectations for some kind of decisive action, judging by stock market rallies in Europe and around the world. It retools the eurozone's underpowered bailout fund, calls on banks to take 50 percent losses on Greek bonds and orders them to raise euro106 billion in new capital by June.

"The summit is likely to be the corner from where the odds start to change in the right direction," said Erik Nielsen, global chief economist at Unicredit.

But European leaders will have to work out the complex financial details quickly and skillfully. It's unclear whether the bailout fund changes will be enough to prop up Italian and Spanish banks, or whether the bond writedown will be enough to pull Greece from the brink.

Along with that, countries with sluggish economies, particularly Italy, will have to show that they are becoming better places to do business and improving growth ? the key to paying down debt in the long run.

So the debt crisis is still far from over. But with luck the eurozone's 17 governments might get a chance to work on it for a while without fear that a single misstep will take the shared currency over the edge.

The respite could be short if they return to the fudges and procrastination that have so far marked their response to the crisis, which broke out just over two years ago when Greece admitted to the EU statistics agency that its finances were much worse than reported.

Since then, more than a dozen late-night summits and carefully negotiated and crafted statements have failed to get ahead of market fears that Greece would default on its debts and sink the banking system and the wider economy. The crisis also took down Ireland and Portugal, which like Greece were forced to take a bailout because they couldn't borrow affordably and faced default on maturing bonds.

The hope now is that the trio of measures crafted in Brussels on Wednesday and Thursday will give European countries some breathing space within which to focus on getting their economies growing again. That would help reduce debt and boost confidence in the region's financial markets and banking sectors, reversing what had threatened to be a downward spiral.

The most difficult part of the plan was persuading banks to take 50 percent losses on their Greek bonds to make the country's debt pile small enough for Greece to be capable of repaying it. But even that massive "haircut" might not be enough.

The deal will cut Greek debt to 120 percent of economic output by 2020, from 180 percent otherwise. Yet debt of more than 100 percent of GDP is still breathtakingly high.

European leaders agreed to push Europe's banks to raise euro106 billion in new capital by June, to protect against losses from the Greek debt writedown. The money will come from governments if it can't be raised from investors or by selling assets.

The euro440 billion ($610 billion) bailout fund ? the European Financial Stability Facility ? will be reworked to make its firepower equivalent to around euro1 trillion ($1.39 trillion), to make it better able to help large but wobbly countries such as Italy and Spain.

The EFSF will insure part of the potential losses on the debt of those countries, to relieve fears of default and lower the interest rate investors want. The spiraling cost of borrowing was what sank smaller Greece, Ireland and Portugal.

Eurozone finance ministers are to work out the terms of the scheme in November, but there are already doubts about how leveraging the bailout fund's limited resources will work.

Joerg Kraemer, the chief economist at Commerzbank, said it was not at all clear that such a guarantee ? which essentially admits there are fears of default ? will appeal to government bond investors, who typically want safe investments.

And the "voluntary" Greek writedown pushed on banks might convince some potential bond buyers that if there's more trouble, they'll be asked to pony up instead of being compensated through the EFSF's insurance program.

If the EFSF plan isn't enough to magnify its power, wealthier governments such as Germany, France and the Netherlands may have to put more money into it. But with bailouts unpopular in the countries funding them, governments will resist unless the fate of the euro appears once again at stake ? meaning back to the brink.

"This alone suggests that the sovereign debt crisis will continue to become exacerbated before ebbing off," said Kraemer.

It's also not clear how long the European Central Bank will continue key purchases of government bonds, keeping borrowing costs down. The EFSF has the power to do that, but skimpy resources, economists say.

There is always the danger that governments will not properly implement the reforms they have promised. That has been a sticking point with Greece, which has been reluctant to cut jobs in the public sector, and promises to be an issue in other countries, like Italy, where labor unions are powerful.

Longer-term forces also are making recovery more difficult for the eurozone's weakest members. Large trade imbalances remain, meaning big surpluses in countries like Germany will create deficits in importing countries like Greece. Without the safety valve of shifting exchange rates, that is unlikely to change soon.

Despite the host of questions, markets cheered the European leaders' plan. Stocks surged 5 percent in France and 4.7 percent in Germany, the euro's core where banks are heavily exposed. Indexes in London and New York also rose substantially.

"Market participants in the U.S. and London are weary of eurozone problems," wrote Stephen Lewis at Monument Securities in London. "They would have been satisfied with any statement on debt that had enough substance to allow them to move on to fresh themes."

Lewis said Thursday's agreement "fits that bill and buys eurozone leaders more time."

How they use that time is now very much the question.

Lockheed wins $1 billion UK MoD contract (Reuters)

LONDON (Reuters) ? U.S. defense contractor Lockheed Martin (LMT.N) said on Tuesday it had won a 642 million pound ($1 billion) contract to upgrade Britain's fleet of Warrior armored vehicles, supporting around 600 British jobs.

Lockheed Martin said, under the Warrior Capability Sustainment Programme (WCSP), it would be responsible for upgrades and enhancements extending the vehicles' service life to beyond 2040.

"The WCSP will provide a highly capable vehicle to fulfill the British Army's current and future requirements. It will also bring significant job opportunities for our team of suppliers based here in the UK," Alan McCormick, managing director in Lockheed Martin UK's Ampthill business, said.

The total cost of the upgrade is around 1 billion pounds ($1.6 billion) of which Lockheed Martin can expect to book about two-thirds with the remainder going to other contractors.

Reuters had reported earlier on Tuesday that the deal would be confirmed when British Prime Minister David Cameron and the new Defense Secretary Philip Hammond visited Lockheed Martin's plant in Bedford, north of London.

"The upgraded Warriors will give commanders and their soldiers greater flexibility and firepower," Hammond said. "It also represents a great boost to British industry - sustaining jobs, skills and capability within the UK's armored vehicle sector."

Only Lockheed was left in the running to carry out the work after British defense group BAE Systems (BAES.L) was eliminated earlier this year by the Ministry of Defense.

Links to Mental Illness Seen in Fetal Brains: Study (HealthDay)

WEDNESDAY, Oct. 26 (HealthDay News) -- The genes suspected of causing autism, schizophrenia and other mental illnesses are activated in the developing brain before birth, according to a major genetic analysis.

The study by researchers at Yale University also spotted hundreds of genetic differences between males and females still in the womb.

"We knew many of the genes involved in the development of the brain, but now we know where and when they are functioning in the human brain," said study senior author Nenad Sestan, an associate professor of neurobiology and researcher for Yale's Kavli Institute for Neuroscience, in a university news release. "The complexity of the system shows why the human brain may be so susceptible to psychiatric disorders."

In conducting the study, researchers examined more than 1,300 tissue samples taken from 57 people at different stages of brain development, ranging from 40 days after conception to 82 years. They tracked thousands of human genes to determine which are involved in development, where they are located and when they are "expressed," or activated.

The study, published in the Oct. 27 issue of the journal Nature, revealed a significant amount of the human brain is shaped before birth. For instance, the researchers found proof that genes linked to autism and schizophrenia are activated while in the womb.

"We found a distinct pattern of gene expression and variations prenatally in areas of the brain involving higher cognitive function," said Sestan in the news release. "It is clear that these disease-associated genes are developmentally regulated."

The study also found distinct differences before birth in many genes shared by both sexes.

Official: Gadhafi's son nearing Niger border (AP)

DAKAR, Senegal ? Moammar Gadhafi's son and one-time heir apparent is now believed to be heading toward Niger, a desert nation just south of Libya where his brother and dozens of Gadhafi loyalists already have sought refuge, a government official said Tuesday.

Rissa ag Boula, an adviser to Niger's president and an elected member of the regional council of the northern Nigerien town of Agadez, spoke to The Associated Press by telephone. He said he was in touch with the ethnic Tuaregs who are helping guide Seif al-Islam Gadhafi across the ocean of dunes that mark the path from Libya to next-door Algeria and finally to Niger.

The ethnic Tuaregs were among Gadhafi's strongest supporters that fought to keep him in power and one of his other sons as well as several of his generals relied on Tuareg guides to reach Niger in September.

"If he comes here, the government will accept him, but the government will also need to respect its international obligations. It's up to him to decide (whether to stay on the run or come to Niger)," Boula said, referring to the fact that Seif al-Islam is wanted by the International Criminal Court.

Boula, who is Tuareg himself and earlier led a rebellion against the Nigerien government that was reportedly funded by Gadhafi, said that Seif al-Islam appeared to be poised to cross into Algeria in order to make his way to Niger. It would be the same route that his brother al-Saadi Gadhafi and more than 30 other Gadhafi loyalists had used in September.

Niger's government has said that members of the Gadhafi regime wanted by the International Criminal will be turned over to the world body.

Al-Saadi Gadhafi, who is not wanted by the the world court but is the subject of a United Nations sanction, and several others considered key regime figures have been placed under house arrest in Niger's capital in a gated compound. The others are also under surveillance but are allowed to leave their villas, Niger's government said.

Seif al-Islam is one of two surviving regime figures that is wanted by the International Criminal Court for crimes against humanity committed during Libya's protracted battle for power.

Because of its large Tuareg population, Niger was among the last countries to recognize the country's new leaders. Mosques and hotels throughout Niger were built by Gadhafi and he remains deeply popular in the nation, making it a natural sanctuary for fleeing members of his inner circle.

Investors cautious as euro debt summit nears (Reuters)

LONDON (Reuters) ? Uncertainty about just how close European Union leaders will come to solving the euro zone debt crisis kept many markets trading in a tight range on Tuesday.

World stocks, including European shares, were slightly higher and the euro was flat. Both, however, remained close to recent highs.

EU leaders are to meet on Wednesday with tentative plans in place for Greece's debt to be reduced, European banks to be recapitalised and the euro zone's EFSF rescue fund to be increased to provide partial insurance for sovereign bonds.

But the agreements and how far they go remain under discussion, causing some nerves on financial markets.

Adding to the uncertainty, German lawmakers secured a full parliamentary vote on any euro zone crisis measures negotiated, a move that risks delaying Europe's response to its two-year debt problems.

"Whilst official comments have stated that "good progress" is being made, behind the scenes things look a little shakier," Capital Spreads dealer Jonathan Sudaria said.

Investors are also becoming concerned about the impact of the crisis on overall European growth, although news that German consumer morale unexpectedly rose going into November will have provided some succour.

MSCI's all-country world stock index (.MIWD00000PUS) was up 0.1 percent, close to highs last seen at the beginning of September. Hopes for a euro zone settlement have boosted stocks in recent weeks.

The pan-European FTSEurofirst 300 (.FTEU3) was up about the same. Strong corporate results from the likes of oil and gas firm BG Group (BG.L) and Deutsche Bank (DBKGn.DE), which both beat forecasts, helped underpin the market, after its recent two-day rally.

Earlier, Japan's Nikkei (.N225) closed down 0.9 percent as the domestic corporate earnings season began.

EURO SLIPS

The euro was flat on the day but still held near a six-week high against the dollar hit on Monday, supported by market expectations for European leaders to come up with an agreement.

The yen also hovered just shy of a record high against the dollar, leaving investors nervous about possible intervention by the Japanese authorities to stem the currency's rise.

The euro was at $1.3930.

"It will be difficult for the euro to break above $1.40 ahead of the meeting. People are happy to sit on their positions awaiting any outcome," said Niels Christensen, currency strategist at Nordea in Copenhagen.

"The indications are that there is a will to solve the problem, which is maybe not a huge leap but it's a step ahead not backwards."

German Bund futures ticked lower.

Traders and strategists said they expected the bond market to remain volatile going into Wednesday's summit, with thin volumes adding to the potential for sharp market moves.

Obama college loan plan aims at an old voting bloc (AP)

WASHINGTON ? Seeking to shore up support among cash-strapped college graduates and students struggling with rising tuition costs, President Barack Obama is outlining a plan to allow millions of student loan recipients to lower their payments and consolidate their loans.

Outside of mortgages, student loans are the No. 1 source of household debt. Young voters were an important bloc in Obama's 2008 campaign, and student loan debt is a common concern among Occupy Wall Street protesters.

Obama's announcement, to take place Wednesday in Denver, comes the same day a new report is being released by the College Board. It shows average in-state tuition and fees at four-year public colleges rose $631 this fall, or 8.3 percent, compared with a year ago. Nationally, the cost of a full credit load has passed $8,000, an all-time high.

The White House said Obama will use his executive authority to provide student loan relief in two ways.

First, he will accelerate a measure passed by Congress that reduces the maximum repayment on student loans from 15 percent of discretionary income annually to 10 percent. The White House wants it to go into effect in 2012, instead of 2014. In addition, the White House says the remaining debt would be forgiven after 20 years, instead of 25. About 1.6 million borrowers could be affected.

Second, he will allow borrowers who have a loan from the Federal Family Education Loan Program and a direct loan from the government to consolidate them into one loan. The consolidated loan would carry an interest rate of up to a half percentage point less than before. This could affect 5.8 million more borrowers.

Education Secretary Arne Duncan told reporters on a conference call that the changes could save some borrowers hundreds of dollars a month.

"These are real savings that will help these graduates get started in their careers and help them make ends meet," Duncan said.

The White House said the changes will carry no additional costs to taxpayers.

Last year, Congress passed a law that lowered the repayment cap and moved all student loans to direct lending by eliminating banks as the middlemen. Before that, borrowers could get loans directly from the government or from the Federal Family Education Loan Program; the latter were issued by private lenders but basically insured by the government. The law was passed along with the health care overhaul with the anticipation that it could save about $60 billion over a decade.

Today, there are 23 million borrowers with $490 billion in loans under the Federal Family Education Loan Program. Last year, the Education Department made $102.2 billion in direct loans to 11.5 million recipients.

Increases in federal aid have helped ease the burden on students dealing with tuition increases, the White House Council of Economic Advisers said in a report Wednesday.

"Despite large increases in the published price of college over the past four years, the average student has not seen commensurate increases in the net price of college, defined as the published price minus grants, scholarships and tax benefits," the report said.

Meanwhile, the Education Department and the Consumer Financial Protection Bureau announced a project Tuesday to simplify the financial aid award letters that colleges mail to students each spring. A common complaint is that colleges obscure the inclusion of student loans in financial aid packages to make their school appear more affordable, and the agencies hope families will more easily be able to compare the costs of colleges.

Separately, James Runcie, the Education Department's federal student aid chief operating officer, told a congressional panel Tuesday that the personal financial details of as many 5,000 college students were temporarily viewable on the department's direct loan website earlier this month.

Runcie said site was shut down while the matter was resolved, and the affected students have been notified and offered credit monitoring.

Libya leader orders investigation of Gadhafi death (AP)

TRIPOLI, Libya ? Libya's transitional leader has ordered an investigation into the death of Moammar Gadhafi after the U.S. and other international powers pressed for the probe.

Mustafa Abdul-Jalil told a news conference in the eastern city of Benghazi that the National Transitional Council formed a committee to investigate the killing on Thursday, amid conflicting reports of how the dictator who ruled Libya for four decades died.

TRIPOLI, Libya (AP) ? A human rights groups says it has discovered 53 decomposing bodies, apparently of Moammar Gadhafi loyalists, some of whom may have been executed by revolutionary forces.

The New York-based Human Rights Watch said Monday that the discovery in Gadhafi's hometown of Sirte "seems part of a trend of killings, looting and other abuses committed by anti-Gadhafi fighters who consider themselves above the law."

The group urged Libyan authorities to rein in armed groups.

The latest discovery of the grave came to light as Libya's new leaders declared the country liberated, following a brutal eight-month civil war. The declaration was overshadowed by continued questions about whether Gadhafi was executed after capture last week.

The U.S. and Britain have called for an investigation.

Just in time for the holidays, a bad economic mood (AP)

NEW YORK ? Americans say they feel worse about the economy than they have since the depths of the Great Recession. And it's a bad time for a bad mood because households are starting to make their holiday budgets.

It might not be all doom and gloom, though. Sometimes what people say about the economy and how they behave are two different things.

Consumer confidence fell in October to the lowest since March 2009, reflecting the big hit that the stock market took this summer and frustration with an economic recovery that doesn't really feel like one.

The Conference Board, a private research group, said its index of consumer sentiment came in at 39.8, down about six points from September and seven shy of what economists were expecting.

The reading is still well above where the index stood two and a half years ago, at 26.9. But it's not even within shouting distance of 90, what it takes to signal that the economy is on solid footing.

Economists watch consumer confidence closely because consumer spending accounts for about 70 percent of U.S. economic activity. The index measures how shoppers feel about business conditions, the job market and the next six months.

It came exactly two months before Christmas, with retailers preparing for the holiday shopping season, their busiest. Almost twice as many people now expect a pay cut over the next six months as expect a raise.

"If people think their income is declining, they're not going to be inclined to spend," said Jacob Oubina, an economist at RBC Capital Markets.

Economists point out that consumer confidence is not as simple as a single number, though. The feelings people express about the economy do not always track how they actually spend money.

In September, for example, despite feeling bad about the economy, people increased their spending on retail goods by the most since March. More people bought new cars, a purchase people typically make when they are confident in their finances.

The percentage of Americans who plan to buy a major appliance in the next six months, such as a television or washing machine, rose to 46 percent, up from 41 percent. Exactly half plan to take a vacation in the next six months, up from 47 percent.

Marc Rosenberg, CEO of SkyBluePink Concepts, a toy marketing company, said he looks for broader trends in the monthly consumer confidence numbers but doesn't pay attention to the monthly changes.

"I think it is nice background music," he said.

It's still not a very happy tune. Jessica Jarmon was laid off from her job in social work in March. For the past three months, she has worked a temp job in the same industry, but that ended last week.

She has a job interview Wednesday morning, but she said it's hard to tell whether the economy is getting better or not.

"You hear about one company creating 16,000 jobs, and then you hear about another company laying off 10,000 jobs. Maybe, at best, we are just breaking even," said Jarmon, who lives in Philadelphia.

Mark Vitner, senior U.S. economist at Wells Fargo, said he will probably trim his forecast for holiday revenue in the retail industry based on Tuesday's figure.

Vitner said the persistent gloomy headlines about the economy may lead people to say they feel worse about things than their own situations would suggest. They might have a good job and stable finances, for example, but still report feeling sour.

But the decline in confidence is "too significant to get away from it," he said. "Consumers are losing hope that strong growth is around the corner."

Higher earners are also starting to lose confidence, a bad sign because they account for a disproportionate amount of spending. The confidence index for people making more than $50,000 has dropped six months in a row.

"The upper income brackets have weathered the recession and recovery better than most citizens, and declining confidence among this group is certainly unwelcome," Dan Greenhaus, an economist at the brokerage BTIG, said in a note to clients.

Consumer confidence had been recovering fitfully since hitting an all-time low of 25.3 in February 2009, but has taken a turn for the worse as Americans worry about high unemployment, rising prices for food and clothes and an overall weak economy.

The index is based on a survey conducted Oct. 1-13 of about 500 randomly selected people nationwide.

It was three days after the survey got under way, on Oct. 4, that the stock market began a remarkable rally. The Dow Jones industrial average gained 12 percent in three weeks, from the Oct. 3 close through Monday's trading.

The Dow fell almost 2 percent Tuesday, not just because of consumer confidence but because investors are worried about corporate earnings and about whether Europe can find a solution to its crippling debt problem.

The last time consumer confidence was this weak was also the turning point for the stock market in its severe downturn during the recession. It was in March 2009 that the Dow bottomed out at 6,547.

The survey found that a growing number of Americans are worried about making less money over the next six months. The proportion of people expecting a pay cut is about nine percentage points higher than those who expect a raise, the biggest gap since April 2009, Oubina said.

From Tripoli to Tehran (The Weekly Standard)

Washington (The Weekly Standard) Vol. 017, Issue 07 - 10/31/2011 ? Killing Muammar Qaddafi wasn?t easy. What President Obama said would take days wound up taking eight months. At first the administration did not seem to understand that NATO?s objective of protecting the civilians rising up against the Libyan tyrant?s 40-year rule would require capturing or killing the man who was most likely to harm them. Unfortunately, the learning curve here seems to be something of a yardstick for Washington?s understanding of the Middle Eastern state most likely to kill Americans???the Islamic Republic of Iran.

Still, we applaud the White House for at last getting Qaddafi. His execution at the hands of Libyan rebels closes a dark chapter in history, one that saw the murder of hundreds of U.S. citizens in acts of terror sponsored and directed by Qaddafi, including most spectacularly the Lockerbie bombing in 1988. Our thoughts are primarily with the family and friends of those killed by Qaddafi?s agents. The justice they have now is final and cannot be betrayed again, as it was two years ago when Libyan intelligence officer Abdel Basset al-Megrahi was released from a Scottish prison and returned home to a hero?s welcome. Later it became clear that Megrahi?s freedom was the price the British government paid for a prospective oil deal???with the cost borne by the relatives of Qaddafi?s victims.

London, to be sure, played a leading role in the NATO action against Qaddafi. But the Megrahi deal should remind us that our interests do not always align with those of our allies. The point of American leadership is not only that we lead, but that we do so for the purpose of maintaining and advancing American security, especially the protection of U.S. citizens. If this is not a priority for the British, then it is certainly not going to matter to, say, the Russians and Chinese. So why is the Obama administration wasting valuable time seeking support from Moscow and China in its efforts to isolate Iran?

When one considers Qaddafi?s career of anti-American terror, a larger and even more dangerous assault on the United States becomes ever clearer: the Islamic Republic of Iran?s decades-long war against America. Given Tehran?s efforts the last several years in Iraq and Afghanistan, the clerical regime and its Revolutionary Guards cohort are perhaps responsible for more American deaths than Qaddafi. The U.S.-led coalition against Saddam Hussein compelled Qaddafi to abandon his nuclear weapons program. The Iranians have pressed on with theirs.

The White House is rightly proud to have brought down Qaddafi without risking the lives of American ground troops. Libya, the administration believes, is a new model for projecting American power. ?What we?re moving towards,? says deputy national security adviser Ben Rhodes, ?is a far more targeted use of force in which we apply direct power against al Qaeda and those who pose a direct threat to the United States and then galvanize collective action against global security challenges.? But that is not the way it is going to go with Iran. Instead, the United States is going to find itself in a large and destructive conflict with the Islamic Republic.

The plot to kill the Saudi ambassador in a Washington restaurant shows that the Iranians are getting bolder. The bizarre belief that the Drug Enforcement Administration, FBI, and CIA have fundamentally misconstrued the Iranian operation in its details and its provenance shows that American elites have become even more elaborate in their efforts to explain away Iranian intentions and ambitions. In effect, we?ve executed a disinformation campaign against ourselves, in which we keep saying the water that is about to come to a boil is only getting a little warmer. The Iranians, though, see it rather more clearly: The Americans have deterred themselves and will pull back even further once we?ve acquired the bomb.

Iranian aggression and American wishful thinking will bring not peace but war. Hitler was incensed with Chamberlain when the Brits finally went to war after the invasion of Poland: There was nothing in the past behavior of the allies that suggested they would ever do anything but appease the German dictator. We can imagine Iran?s supreme leader Ali Khameini will be similarly furious when we finally take action against the Iranian regime. The Americans did nothing to stop us before, they will rightly note???not when we bombed their embassy in Beirut and the Marine barracks, not in Iraq, not in Afghanistan, not when we plotted to kill the Saudi envoy regardless of American casualties in the U.S. capital.

One day soon, however, the Iranians will cross the line, and the American president will have no choice but to retaliate???even if the Iranians have the bomb. There won?t be time then for the ?collective action? prized by Obama and his deputies. The time for ?collective action? is now.

Collective action does not mean bringing the unmovable Russians and Chinese on board. It means going after Revolutionary Guard camps. It means destabilizing Iran?s ally Syria by creating a no-fly zone there that protects the Syrian opposition and helps bring down Bashar al-Assad. Collective action means using every possible method and tactic to destabilize the Iranian regime by working with allies inside and outside of Iran. It means doing everything possible to ensure that Ayatollah Ali Khameini, stripped of his clerical robes, is the next Middle East dictator dragged from a hole in the ground.

Fizzling at plate, Cardinals down 3-2 in Series

ARLINGTON, Texas - Tony La Russa lifted his hat right off his head, in amazement and frustration.

This wasn't what he meant before the game when he said he would tip his cap to the Texas Rangers if they proved to be the better team.

David Murphy's comebacker deflected off the knee of reliever Marc Rzepczynski and bounded toward second base, turning a potential inning-ending double play into an infield single that led to Mike Napoli's tiebreaking, two-run double.

In the Cardinals' dugout, La Russa picked up his blue cap and arched his eyebrows in disbelief.

But long before that, St. Louis had plenty of chances to take control.

The Cardinals could have blown open Game 5 early against C.J. Wilson, but instead find themselves heading home in a 3-2 World Series deficit following Monday night's 4-2 loss.

"If they beat us, I'm going to tip my cap," La Russa said before the game. "We did the best we could."

Maybe not, at least in the batter's box.

Yadier Molina and Skip Schumaker drove in second-inning runs against C.J. Wilson as St. Louis built a 2-0 lead for Chris Carpenter.

But the Cardinals finished 1 for 12 with runners in scoring position and stranded 12 overall, leaving the bases loaded in the fifth and seventh.

Wilson stranded a runner at third in the third when Matt Holliday grounded into an inning-ending double play, and the lefty got Holliday to ground out with the bases loaded and two outs in the fifth.

St. Louis left runners at second and third when Scott Feldman struck out Nick Punto to end the sixth. In the seventh, Albert Pujols was intentionally walked for the third time in the game ? this time with no one on. After a single by Holliday and an intentional walk to Lance Berkman, David Freese flied out on the next pitch.

Then, after Allen Craig was hit by Neftali Feliz's pitch leading off the ninth, Pujols struck out and Craig was caught stealing second by Napoli. Other than his 5-for-6, three-homer, six-RBI performance in Game 3, Pujols is 0 for 12 in the Series.

Carpenter gave up solo homers to Mitch Moreland in the third and Adrian Beltre in the sixth, starting the Texas comeback.

After beating Wilson in last week's opener, Carpenter allowed six hits in seven innings, struck out four and walked two.

It was 2-all when Texas put runners on first and second with one out in the eighth on Michael Young's leadoff double against loser Octavio Dotel and a one-out intentional walk to Nelson Cruz.

Murphy followed with a bouncer back to the mound, and the ball appeared to glance off Rzepczynski's knee and trickled away for a single that loaded the bases for Napoli, who drove the ball to the gap in right-center.

When the Series resumes Wednesday in St. Louis, Jaime Garcia starts for the Cardinals and Colby Lewis for the Rangers. The forecast calls for an 80 percent chance of rain.

Holliday and Berkman walked starting the second, and Freese flied to short right field, with the runners holding. Molina singled into left field to put the Cardinals ahead, and Berkman advanced to third when Murphy bobbled the ball for an error.

Schumaker, starting because Jon Jay was 0 for 14 in the Series, then grounded sharply to Moreland, who bobbled the ball at first and lost a chance for an inning-ending double play. Moreland recovered and stepped on the bag for the second out as Berkman scored.

Punto then sliced a liner into left field, and Murphy made a fine, diving backhand catch. Already at first base, Punto kneeled and softly whacked his right thigh with the bat, as if to break it in frustration.

Rafael Furcal bunted to start the third and Wilson slipped coming off the mound, then bounced a backhand flip past Moreland as Furcal took second on what was ruled a hit and the Rangers' sixth error of the Series. Craig sacrificed, Pujols was intentionally walked and Berkman grounded into a double play. Wilson led the majors by inducing 31 GIDPs.

NOTES: Former Dallas Cowboys quarterback Roger Staubach bounced the ceremonial first pitch. ... Furcal, who turned 34 on Monday, led off the game with a liner to Beltre at third, just as he did in Game 4. This was an easier play, with the third baseman not having to leap. Furcal turned and slashed his bat through the air in frustration.

What Is It?

Researchers are using recent advances in imaging to reexamine lunar samples from Apollo 11. Gary Greenberg, a research affiliate at the University of Hawaii Institute for Astronomy, took this 3-D stereo image (cross your eyes slightly until there are three images, then focus on the center) of a single grain of moon sand (magnified here about 300 times). It reveals a ring created by a micrometeorite that struck it. The impact resulted in melting, and as the particle quickly cooled, it created a glassy structure. Greenberg and his colleagues hope viewing these grains in greater detail may help scientists learn more about the moon?s evolution.

Saudi crown prince dies in U.S. (Politico)

RIYADH, Saudi Arabia ? The heir to the Saudi throne, Crown Prince Sultan bin Abdel Aziz Al Saud, died in New York Saturday after an illness, state TV said. The death of the prince, who was in his 80s, opens questions about the succession in the critical, oil-rich U.S. ally.

Sultan was the half-brother of Saudi Arabia?s King Abdullah, who has also been ailing and underwent back surgery last week.

The most likely candidate to replace Sultan as Abdullah?s successor is Prince Nayef, the powerful interior minister in charge of internal security forces. After Sultan fell ill, the king gave Nayef - also his half-brother - an implicit nod in 2009 by naming him second deputy prime minister, traditionally the post of the second in line to the throne.

Saudi official circles in Riyadh said he passed away at a hospital in New York. According to a leaked U.S. diplomatic cable from January 2010, Sultan had been receiving treatment for colon cancer since 2009.

Sultan, who was also the deputy prime minister and minister of defense and aviation, has had a string of health issues. He underwent surgery in New York in February 2009 for an undisclosed illness and spent nearly a year abroad recuperating in the United States and at a palace in Agadir, Morocco.

?It is with deep sorrow and grief that the Custodian of the Two Holy Mosques King Abdullah bin Abdel Aziz Al Saud mourns the loss of his brother and Crown Prince His Royal Highness Prince Sultan Abdel Aziz Al Saud,? the palace said. The statement, which was carried on the official Saudi Press Agency, added that Sultan?s funeral will be held on Tuesday afternoon in Riyadh at the Imam Turki bin Abdullah mosque.

From Tajikistan, U.S. Secretary of State Hillary Clinton expressed condolences on behalf of the American people and President Barack Obama.

?The crown prince was a strong leader and a good friend to the United States over many years as well as a tireless champion for his country. He will be missed,? said Clinton, who is on a Central Asia tour. ?Our relationship with Saudi Arabia is strong and enduring and we will look forward to working with the leadership for many years to come.?

For the first time, however, the mechanism of picking the next crown prince is not entirely clear.

It is possible the king will for the first time put the decision of his heir to the Allegiance Council, a body Abdullah created as one of his reforms, made up of his brothers and nephews with a mandate to determine the succession.

That would open the choice up to a degree of debate with the top echelons of the royal family. Nayef, however, will still be the front-runner.

Traditionally the king names his successor. But Abdullah formed the council in order to modernize the process and give a wider voice to the choice. Saudi Arabia has been ruled since 1953 by the sons of its founder, King Abdul-Aziz, who had over 40 sons by multiple wives.

(AP) ? Italian rider Marco Simoncelli died after wrecking in the Malaysian MotoGP motorcycle race. He was 24.

Simoncelli died at the track medical center.

"He was already unconscious when the medical team arrived," MotoGP medical director Michele Macchiagodena said. "We attempted to resuscitate him but failed. He died 45 minutes later."

The race was canceled.

Simoncelli died a week after Indianapolis 500 winner Dan Wheldon was killed a wreck in the IndyCar season finale in Las Vegas.

Simoncelli lost control of his Honda in the 11th turn on the first lap Sunday, but his bike regained partial grip and pulled him back across the track, straight into the path of Italy's Valentino Rossi and American Colin Edwards.

Simoncelli's helmet was ripped off and he was motionless on the track.

Edwards also fell, but escaped serious injury, while Rossi was able to return to the pit area.

The racing death was the first at the track that opened in 1999.

"We had our standard operating procedure ... this is one-of-a-kind freak incident where the helmet came off and I am sure (motorcycling body) FIM and MotoGP will be looking into this," Sepang circuit chairman Mokhzani Mahathir said.

1 dead in Greek riots, government faces dissent (AP)

ATHENS, Greece ? Clouds of tear gas choked central Athens as rival demonstrators fought with stones and firebombs outside parliament Thursday, leaving one man dead and dozens injured. Inside, the Socialist government grappled with dissent over the deeply unpopular new cutbacks demanded by creditors to keep the country afloat.

Greece has been kept solvent only by international bailout loans from the International Monetary Fund and other eurozone nations since May of last year. Creditors have demanded that Greece pass the extra austerity measures before they give the country more funds from that euro110 billion ($152 billion) bailout loan. Greece says it will run out of money in mid-November without the next euro8 billion ($11 billion) installment.

On the second day of a general strike that has paralyzed the country, demonstrators marched to Syntagma Square before parliament to protest the new measures that include pay and staff cuts in the civil service as well as pension cuts and tax hikes for all Greeks. The draft law calls for 30,000 public servants to be put on reduced pay and for collective bargaining rights to be suspended.

State hospital officials said a 53-year-old man died of heart failure and at least 74 people were injured after hundreds of rioting youths attacked some of the 50,000 peaceful demonstrators with firebombs and stones. Some of the injured were covered in blood from head wounds.

Police said at least six people were arrested and another 24 detained. Six officers were injured.

The clashes spread across the city, even reaching outside the city's new Acropolis Museum.

Youths set mounds of trash on fire in Syntagma Square and across the city. Young men in crash helmets and gas masks used crowbars and clubs to smash marble from building facades and rip up paving stones to throw at riot police.

Parliament approved the new round of austerity cuts in principle late Wednesday and was to vote on individual articles late Thursday. The Socialists have a four-seat majority in parliament.

In a potential blow to the government, former Socialist Labor Minister Louka Katseli said she would not back a key provision to scale back labor bargaining rights.

Finance Minister Evangelos Venizelos issued an impassioned appeal to Socialist and opposition lawmakers alike, warning that failure to approve the measures would be disastrous.

"If the law is not approved ...there is no need for me even to go to the eurogroup meeting on Friday, or the prime minister to Sunday's summit," he said Thursday. "The country will be exposed to the danger of a non-rational development, and will once again serve as the scapegoat on which Europe's historic, political and institutional shortcomings will be dumped."

Prime Minister George Papandreou called on Greece's eurozone partners to urgently end a deadlock in negotiations over a broader European debt deal.

"Europe is now at risk because of its inability to grasp the scale of the crisis in time ? the systemic problems ? and take the necessary decisions," he said during an acrimonious debate in parliament. "Europe must now assume its responsibilities ? all of us in Europe. A small fire has become a pan-European fire."

In July, eurozone leaders tentatively agreed in a second euro109 billion ($150 billion) bailout, that would also see banks and other private bondholders give Greece easier terms on its debt.

But Greece's international creditors, meanwhile, warned that the second rescue package may not be enough to save the country from bankruptcy, according to a draft of a debt inspectors' report obtained Thursday by The Associated Press in Berlin.

The inspectors said Greece has missed its deficit-cutting targets and called the pace of its reforms insufficient, but still said Athens should get euro8 billion ($11 billion) in bailout loans as soon as possible so it does not default next month.

There's growing market unease about whether a summit of eurozone leaders this Sunday in Brussels will yield a comprehensive solution to the continent's debt crisis. Finance ministers from the 17 countries that use the euro will meet Friday ahead of the summit.

Unions seemed resigned to the law being passed, but warned that the whole country opposed it.

"Our European friends must know that our prime minister will go to the European summit naked, because the promises he will make have no backing in his country," said Ilias Iliopoulos, secretary general of the Adedy civil servants' union.

The general strike Thursday disrupted public transport, public services and left ships docked at ports. Schools and customs offices closed and state hospitals were running on emergency staff.
